The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, April 20, 2009 at 9:00 a.m. Central Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with the following members present: Marty Danzer, Dan Nieland, Mark Beardmore, Del McDermott, and Eugene Meiners.

Motion by Nieland, second by Danzer to approve the agenda as presented. On roll call, all voted aye.

Motion by Beardmore, second by McDermott to approve the minutes of the April 13, 2009 meeting as presented. On roll call, all voted aye.

Amanda Brewer, executive director of WESCO, presented FY10 rates for services. Rates for residential care and supported employment are increasing. Carroll County currently has eleven persons receiving services from WESCO. All are covered under Medicaid, so none are receiving 100% county funded services. Brewer briefly reviewed WESCO’s annual report. Motion by Danzer, second by McDermott to approve WESCO’s FY10 rates for services. On roll call, all voted aye.

State Court Administrator, David Boyd, announced that Carroll County is losing one county magistrate, due to budget constraints. Motion by Danzer, second by Nieland to appoint Marlene Tiefenthaler, Paul Fricke and Fred Dolezal to the Carroll County Magistrate Appointing Commission for terms expiring 12-31-2014. On roll call, all voted aye.

Motion by Nieland, second by Meiners to approve a plat of survey for Lot 5, NW1/4 SW1/4 Section 9-84-35. On roll call, all voted aye.

Auditor reviewed information on GASB 45 and distributed proposals from Alliance Benefit Group and Silverstone Group. Board will study proposals and make a decision at next week’s meeting.

County Engineer reviewed four drains that need repairs. Motion by Nieland, second by Danzer to approve making repairs to Drain 49 in Section 23, Sheridan Township; Drain 52 in Section 25, Kniest Township; Drain 87 in Section 17, Grant Township; and Drain 105 in Section 20, Kniest Township. On roll call, all voted aye.

Motion by Nieland, second by Danzer to set May 18, 2009 at 10:00 a.m. as the date and time for a public hearing on vacating an alley in Mt. Carmel. On roll call, all voted aye.

Board reviewed manure management annual updates for Larry J. Meyer, Section 14, Sheridan Township, and Neumayer Finisher Farm, Section 28-86-35, Sac County.

Danzer reported on WESCO, Solid Waste meeting, Region XII, and HVAC study meeting.

Nieland reported the Partnership 4 Families meeting was cancelled. Nieland reported on Conservation Board meeting, detailing the status of the Sauk Rail Trail project, proposed shooting range and shower house project.

Beardmore reported on Ambulance Board meeting, Human Services Coalition meeting, and the alley behind the Fricke Building.

McDermott reported on DECAT and alley behind the Fricke Building.

Meiners reported on CADC and YES Center.

Motion by Beardmore, second by Danzer to adjourn at 10:40 a.m. On roll call, all voted aye.
