Comments from those in attendance Associated File: Agenda January 3 2012.pdf 8KB MinutesThe Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Tuesday, January 3, 2012 at 9:00 a.m. Central Standard Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dan Nieland, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Mark Beardmore, District 5. Motion by Meiners, second by Bock to approve the agenda as presented. On roll call, all voted aye. Motion by Beardmore, second by Nieland to approve the minutes of the December 27, 2011 meeting as written. On roll call, all voted aye. The Board proceeded to organize for 2012. Motion by Bock, second by Beardmore to appoint Marty Danzer as temporary chairman for 2012. On roll call, all voted aye. Motion by Meiners, second by Bock to appoint Mark Beardmore as permanent chairman for 2012. On roll call, all voted aye. Motion by Nieland, second by Danzer to appoint Eugene Meiners as vice-chairman for 2012. On roll call, all voted aye. Motion by Meiners, second by Bock to adopt a resolution authorizing the County Engineer to issue special moving permits. Holidays are as follows: President’s Day, February 20, 2012; Memorial Day, May 28, 2012; Independence Day, July 4, 2012; Labor Day, September 3, 2012; Veteran’s Day, November 11, 2012; Thanksgiving Day, November 22 & 23, 2012; Christmas Day, December 25, 2012; New Year’s Day, January 1, 2013. On roll call, all voted aye. Holidays falling on a Saturday will be observed the Friday before, and holidays falling on a Sunday will be observed the Monday after the holiday. Motion by Meiners, second by Danzer to reappoint Anissa Irlmeier to the County Board of Health for a three-year term. On roll call, all voted aye. Motion by Nieland, second by Bock to reappoint Ken Snyder to the County Conservation Board for a five-year term. On roll call, all voted aye. Motion by Danzer, second by Nieland to appoint Clay Winterboer to the Carroll County Compensation Board for a four-year term. Motion by Bock, second by Nieland to reappoint Earl Wittrock as County Weed Commissioner. On roll call, all voted aye. Motion by Meiners, second by Danzer to reappoint Keith Potthoff, Jean Stoberl, Stan Janssen and Cameron Janson as County Zoning Commissioners for terms expiring 12-31-12. On roll call, all voted aye. Motion by Nieland, second by Danzer to reappoint Mark River to the Western Iowa Tourism Board. On roll call, all voted aye. Appointments to the Case Management Advisory Board were tabled. Motion by Meiners, second by Danzer to approve the appointment of the County Condemnation Compensation Commissioners. On roll call, all voted aye. County Condemnation Compensation CommissionersMembers appointed to the Compensation Board as Compensation Commissioners by the Carroll County Board of Supervisors, Carroll, Iowa. I, Joan Schettler, Auditor in and for Carroll County, Iowa, do hereby certify this 3rd day of January, 2012, that the Board of Supervisors of Carroll County, Iowa, did at their regular Board of Supervisors meeting held on this 3rd day of January, 2012, appoint the following named Carroll County residents to serve as Condemnation Compensation Commissioners as set out in Chapter 6B.4 Code of Iowa.
Jeremy Douglas met with the Board to discuss funding for the Water Rescue Volunteers. The six-member group assists other dive teams throughout the state. They also do mutual aid with Boone, Story, Sioux and Plymouth counties. The group recently purchased a sonar device with GPS technology that allows the group to cover 80 acres per hour as opposed to a quarter of an acre per hour without the equipment. The equipment was purchased from Blackhawk Marine at a cost of $1500, with another $509 for installation and setup. The Carroll Fire Association donated $1500 towards the purchase and the group is requesting $500 from Carroll County for the remainder of the cost. Douglas said insurance and inspections run approximately $2000/year. In addition, the gas price for an average recovery is $150. Much of the expense for equipment and clothing is paid for by the volunteers. Motion by Nieland, second by Danzer to approve a payment of $500 from the Local Option Fund to the Water Rescue Volunteers to pay for the cost of installation and setup of sonar equipment. On roll call all voted aye. Motion by Nieland, second by Meiners to appoint Neil Bock to the 2nd Judicial District Board for a one- year term, with Mark Beardmore as alternate. Appointments to Negotiations Teams: Secondary Roads Department – Eugene Meiners and Dan Nieland; Sheriff Department – Neil Bock and Mark Beardmore; Ambulance Department – Neil Bock, Mark Beardmore; Conservation Department – Dan Nieland and Marty Danzer. County Engineer reviewed two completed bridge projects. Motion by Meiners, second by Bock to approve Certificates of Completion for Bridge Project L-K22-73-14, located between sections 29 & 30 of Roselle Township, and for Bridge Project LFM-TE3-7X-14, located between sections 23 & 26 of Arcadia Township. On roll call, all voted aye. Both projects were completed in December. Motion by Bock, second by Nieland to approve a plat of survey for Lot 1, SW1/4 NE FRAC 1/4, Section 1-85-34. On roll call, all voted aye. County Auditor reviewed the 2011 Valuation Report for FY13 Tax Levies. Total taxable valuation for Carroll County is $1,061,573,321, up 9.1% from the previous year. Board reviewed a manure management annual update for Scott Antisdel, Section 23, Richland Township. Meiners, Nieland, Danzer and Bock had no official committee reports. Beardmore reported on meeting with CPC Dawn Mentzer and State Representative Dan Muhlbauer about the Mental Health redesign. Beardmore also met with State Senator Steve Kettering to discuss the Mental Health redesign. Motion by Meiners, second by Danzer to adjourn at 11:06 a.m. On roll call, all voted aye.
