Minutes

The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, January 4, 2016 at 9:00 a.m. Central Standard Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Mark Beardmore, District 5.

Motion by Bock, second by Meiners to approve the agenda with the deletion of Weed Commissioner appointment. On roll call, all voted aye. Motion by Beardmore, second by Schettler to approve the minutes of the December 28, 2015 meeting as written. On roll call, all voted aye.

The Board proceeded to organize for 2016. Motion by Bock, second by Schettler to appoint Marty Danzer as temporary chairperson for 2016. On roll call, all voted aye.

Motion by Meiners, second by Schettler to appoint Neil Bock as permanent chairperson for 2016. On roll call, all voted aye.

Motion by Schettler, second by Beardmore to appoint Marty Danzer as vice-chairperson for 2016. On roll call, all voted aye.

Motion by Meiners, second by Danzer to approve plats of survey for Lot 1 and Lot A of Lot 1 SE1/4 NE1/4 Section 20-83-33 and NE1/4 NE1/4 and Lot 1 of NW1/4 NE1/4 Section 15-82-35. On roll call, all voted aye.

County Engineer Dave Paulson presented the Board with bids for Virginia Halbur bridge project BRS-C014(155)- -60-14. The low bid from Graves Construction was $319,791.65. This amount was approximately 15% higher than the engineer’s original estimate. The Board has two options: Reject all bids or award the contract. Following discussion, Motion by Danzer, second by Schettler to award the contract to Graves Construction for $319,791.65. On roll call, all voted aye. The project will be 80% federal funding and 20% Farm to Market funds.

Motion by Meiners, second by Danzer to adopt Resolution 2016-001 Construction Evaluation Resolution. On a roll call vote, Danzer, aye; Beardmore, aye; Schettler, aye; Meiners, aye; and Bock aye.

Allowing the County to approve or disapprove construction permit applications regarding proposed confinement feeding operations. Motion carried unanimously. (Resolution on file in the Auditor’s office)

Motion by Beardmore, second by Schettler to adopt a resolution authorizing the County Engineer to issue special moving permits. On a roll call vote, Danzer, aye; Beardmore, aye; Schettler, aye; Meiners, aye; Bock, aye. Motion carried unanimously. (Resolution on file in the Auditor’s office)

Motion by Meiners, second by Danzer to adopt a resolution regarding fixed charges. On a roll call vote, Danzer, aye; Beardmore, aye; Schettler, aye; Meiners, aye; Bock, aye. Motion carried unanimously. (Resolution on file in the Auditor’s office)

Motion by Schettler, second by Bock to adopt a resolution regarding the destruction of records. On a roll call vote, Danzer, aye; Beardmore, aye; Schettler, aye; Meiners, aye; Bock, aye. Motion carried unanimously. (Resolution on file in the Auditor’s office)

Motion by Beardmore, second by Danzer to adopt a resolution naming the official county newspapers for 2016, those being Daily Times Herald, Coon Rapids Enterprise and The Manning Monitor. On a roll call vote, Danzer, aye; Beardmore, aye; Schettler, aye; Meiners, aye; Bock, aye. Motion carried unanimously. (Resolution on file in the Auditor’s office)

Following discussion, motion by Meiners, second by Bock to approve the 2016 holiday schedule. Holidays are as follows: New Year’s Day, January 1, 2016; President’s Day, February 15, 2016; Memorial Day, May 30, 2016; Independence Day, July 4, 2016; Labor Day, September 5, 2016; Veteran’s Day, November 11, 2016; Thanksgiving Day, November 24 & 25, 2016; Christmas Day, December 25, 2016. On roll call, all voted aye. Holidays falling on a Saturday will be observed the Friday before, and holidays falling on a Sunday will be observed the Monday after the holiday.

Motion by Schettler, second by Beardmore to appoint Becky Vonnahme to the Carroll County Board of Health for a three-year term. On roll call, all voted aye.

Motion by Beardmore, second by Schettler to appoint Paulette McDonough and Carol Shields to the Carroll County Ambulance Service Board for five-year terms. On roll call, all voted aye. The appointment previously held by Sara Wittry will remain vacant until a replacement can be appointed.

Motion by Beardmore, second by Meiners to appoint Tamara Milligan to the Carroll County Civil Service Commission for a 6 year term. On roll call, all voted aye.

Motion by Bock, second by Danzer to appoint Mary Thatcher, Keith Potthoff, Katie Holz, Stan Janssen and Cameron Janson as Carroll County Zoning Commissioners for terms expiring 12-31-16. On roll call, all voted aye.

Motion by Bock, second by Beardmore to appoint Brian Hoffman to the Carroll County Board of Adjustment for a five-year term. On roll call, all voted aye.

Motion by Beardmore, second by Meiners to appoint Marty Danzer to the Carroll County Solid Waste Commission. On roll call, all voted aye.

Motion by Beardmore, second by Meiners to appoint Marty Danzer to the Executive Board of Region XII Council of Governments. On roll call, all voted aye.

Motion by Meiners, second by Beardmore to appoint Neil Bock and Dean Schettler to the Policy Council of Region XII Council of Governments. On roll call, all voted aye.

Motion by Beardmore, second by Schettler to appoint Doug Bass, Marty Danzer and Eugene Meiners to the Carroll City/County Communication Commission for a one-year term. On roll call, all voted aye.

Motion by Meiners, second by Schettler to appoint Jason Christensen to the Western Iowa Tourism Board. On roll call, all voted aye.

Motion by Schettler, second by Danzer to approve the appointment of the County Condemnation Compensation Commissioners. On roll call, all voted aye.

Schettler reported on Soil & Water Conservation meeting and upcoming Compensation Board meeting.

Meiners reported on pre-budget meeting, upcoming CADC meeting, and upcoming Compensation Board meeting.

Bock reported on pre-budget meetings, 2nd Judicial District work, upcoming pre-budget meetings, upcoming CADC meeting with RDG, and upcoming Compensation Board meeting.

Lou Ann Mowrey met with the board to discuss funding for the Family Resource Center. The Center is requesting $6,000 in FY17. Mowrey explained there is a real need for assistance for children with mental health issues. They are requesting funds for their Respite (Parent-Time Out and Crisis Child Care Programs. Current funding is $5,000.

Motion by Beardmore, second by Schettler to adjourn at 10:13 a.m. On roll call, all voted aye.
