The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, January 12, 2015 at 9:00 a.m. Central Standard Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Mark Beardmore, District 5.

Motion by Bock, second by Schettler to approve the agenda with the deletion of a plat approval. On roll call, all voted aye. Motion by Beardmore, second by Meiners to approve the minutes of the January 2, 2015 meeting as written. On roll call, all voted aye.

Tom Feldman and Rick Hunsaker presented the FY16 funding requests for Region XII Council of Governments. Membership fees will be $0.83 per capita. For Carroll County this will be $17,277.28. Funding for transit services will be $0.48 per capita for FY16, which will be $9,991.68 for Carroll County. Western Iowa Transit System is also continuing the capital match program to help meet the Federal requirements for vehicle replacement. The match will remain at $0.05 per mile for the County for a Region XII vehicle. That amount will be approximately $6,100 for FY16. Region XII also administers the Local Housing Trust Fund and requested $3,000 in matching funds for the housing grant, the same as current year funding.

Dr. Mike Davis, Karen Schouten, and Kathy Steffes presented a FY16 funding request for Animal Rescue of Carroll. They are requesting $50,000 in funding from Carroll County to be divided into 2 annual installments of $25,000 each (2015 and 2016). The funds will be used for construction of a shelter. The organization initiated a building campaign December 1, 2014, to construct a new animal shelter within the city limits of Carroll. The new shelter would provide housing for up to 20 dogs and 40 cats.

Jim Mohr and Candace Kautzky met with the board to request FY16 funding of $12,750 for the Carroll County Fair Association, the same as FY15 funding. Mohr reported there has been significant growth in the 4-H program and said the majority of the county funding goes toward that program.

Case Management Supervisor Angela Chandler presented the Board with accreditation notes of a recent Iowa Department of Human Resources audit. Chandler reported that Case Management received 100% in the audit and were given another three year accreditation. Chandler updated the Board on current Case Management caseloads.

County Sheriff Doug Bass reviewed a quarterly report for his department. Motion by Beardmore, second by Bock to approve the Sheriff’s quarterly report showing total receipts of $13,118.50. On roll call, all voted aye. (Report on file in the Auditor’s office.)

Carl Wilburn gave a quarterly report for the IT/GIS/Zoning Departments. Six building permits were issued during the quarter. Work is continuing with mapping for Communications Center software and plat workflow. Wilburn explained that he is looking at ways to address storage issues with the Sheriff Deputy’s photos and videos.

Lou Ann Mowrey met with the board to discuss funding for the Family Resource Center. The Center is requesting $10,000 in FY16. Mowrey explained there is a real need for assistance for children with mental health issues. They have a need for an increase in funding to work with more of the families and the adults. Current funding is $5,000.

Motion by Meiners, second by Beardmore to approve a utility permit for City of Carroll for work in Section 23 of Maple River Township. On roll call, all voted aye.

Motion by Meiners, second by Beardmore to approve paving contract 14-CO14-148 with Norris Paving. On roll call, all voted aye. The contract consists of four separate projects; approximately 6.6 miles on County Road N14 from U.S. 141, north to Halbur; approximately .93 miles on County Road N58 from Union Pacific Rail Road, north to U.S. 30; approximately 1.98 miles on County Road M64 from 120th Street, north to 100th Street; approximately 6.05 miles on County Road N44 from 310th Street, north then east on 260th Street then north to 270th Street. Total projects estimated cost is $3,103,748.60.

Motion by Meiners, second by Bock to approve payables for payment as presented. On roll call, all voted aye.

Motion by Bock, second by Schettler to approve the plat of survey for Lot 1 of S ½ NE ¼, Section 20-85-34. On roll call, all voted aye.

Board reviewed manure management annual update for Alan Lueders, A & J Farms, Section 1 Hayes Township, Crawford County.

Bock reported on Rolling Hills Community Services Region meeting. Bock updated the Board on Plains Area Mental Health lease request, safety and security committee, and federal mileage rate.

Meiners reported on Pre-Budget meeting with County Engineer and CADC meeting.

Schettler reported on Secondary Roads tour with Dave Paulson and Highway 30 Coalition meeting.

Beardmore reported on meeting with Conservation Director Jason Christensen, road issue at 290th Street and Noble Avenue. Beardmore discussed fuel costs and researching fuel contracts.

Danzer reported on Pre-Budget meeting with County Engineer, Region XII meeting, Highway 30 Coalition meeting, and road issue on 290th Street and Noble Avenue.

Motion by Meiners, second by Beardmore to adjourn at 12:05 p.m. On roll call, all voted aye.
