The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, January 18, 2010 at 9:00 a.m. Central Standard Time pursuant to law, the rules of said Board and to the adjournment with all members present: Marty Danzer, Dan Nieland, Mark Beardmore, Sheryl Wegner and Eugene Meiners.

Motion by Danzer, second by Nieland to approve the agenda with one change: postpone flooring quotes for the Fricke Building until next week. On roll call, all voted aye.

Motion by Wegner, second by Beardmore to approve the minutes of the January 11, 2010 meeting with a clarification on the flooring quotes for the Fricke Building. On roll call, all voted aye.

Carey Kersey reviewed the FY11 budget for Environmental Health.

Carl Wilburn reviewed the FY11 budgets for the IT/GIS and Planning & Zoning. Wilburn also gave a quarterly report for those departments.

Board proceeded to canvass the results of the Drain 23 Election, held on January 16, 2010. Dick Wernimont was elected to the position of Drainage Trustee for District Two, with a total of eleven votes. Motion by Danzer, second by Nieland to approve the canvass and abstract for the January 16, 2010, Drain 23 Election. On roll call, all voted aye. (Abstract on file in the Auditor’s Office).

Motion by Danzer, second by Wegner to approve certificates of completion for three box culvert projects. On roll call, all voted aye. Engineer reviewed the FY11 budget for Secondary Roads.

Sheriff reviewed FY11 budgets for the Sheriff and Jail departments.

Mark River reviewed FY11 budgets for the Conservation department and distributed responses to the Carroll County Conservation Board Citizen Input Survey. Two meetings for public comments will be held at Region XII, on January 18th and February 22nd, both at 5:30 p.m.

Motion by Danzer, second by Beardmore, to approve a plat of survey for Lot 1, NW1/4 NW1/4 Section 26-85-35. On roll call, all voted aye.

Auditor reviewed FY11 budgets for the Supervisors, Auditor, Elections and General Services.

Board reviewed manure management annual updates for Venner 1 Finisher Farm, Section 2, Wheatland Township and Venner 2 Finisher Farm, Section 30, Sac Township, Sac County.

Danzer reported on Solid Waste meeting, Region XII, Legislative forum and County planning session.

Nieland reported on Legislative forum and planning session.

Beardmore reported on MH Stakeholders meeting, Lt. Governor Patty Judge visit at TFI Lighting in Willey, Legislative forum, planning session and National County Awareness Month.

Wegner reported on MH Stakeholders meeting, Lt. Governor visit and planning session.

Meiners reported on YES Center and juvenile funds, planning session and Lt. Governor visit.

Motion by Beardmore, second by Wegner to adjourn at 12:06 p.m. On roll call, all voted aye.
