Minutes

The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, January 25, 2016 at 9:00 a.m. Central Standard Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Mark Beardmore, District 5.

Motion by Beardmore, second by Meiners to approve the agenda as presented. On roll call, all voted aye. Motion by Danzer, second by Schettler to approve the minutes of the January 18, 2016 meeting as written. On roll call, all voted aye.

Motion by Beardmore, second by Meiners to go into closed session at 9:02 a.m. per Iowa Code Chapter 20.17(3), union negotiation. On a roll call vote, Bock, aye; Beardmore, aye; Schettler, aye; Meiners, aye; Danzer, aye. Motion carried unanimously.

Motion by Beardmore, second by Danzer to go out of closed session at 9:44 a.m. On roll call, all voted aye. No action taken.

John Werden reviewed the FY17 Attorney Budget.

Jason Christensen reviewed the FY17 Conservation Budget.

Pat Gray reviewed the FY17 Ambulance Budget.

Carey Kersey reviewed the FY17 Environmental Health Budget. Kersey explained that 3.5% of office assistant Sherry Storjohann salary and benefits will now be paid by Emergency Management.

The Board discussed the upcoming retirement of County Sheriff Doug Bass. Bass has recommended Chief Deputy Ken Pingrey be appointed to the position until the next General Election. Following discussion the Board will state their intent to appoint Pingrey to the Sheriff position at the next Board meeting.

Motion by Meiners, second by Danzer to approve payables for payment as presented. On roll call, all voted aye.

Motion by Schettler, second by Beardmore to appoint Mike Schwabe to the Carroll County Ambulance Service Board for a five-year term. On roll call, all voted aye.

County Supervisor Neil Bock reviewed the county reserves. Bock discussed each fund and gave detail on their balances. Bock explained the objectives to County Reserve Fund review: improved comfort, fidelity and stabilization of budgeting; improved taxation by planning for prudent cash flow without excess taxation; understandable and credible budgeting tool. In FY16 the Mental Health levy was zero, the General Basic levy was 3.5, and it was reaffirmed the value of the Local Option Sales Tax Fund for its flexibility and availability. Bock discussed using the Local Option Sales Tax Fund to offset the cost of Mental Health in FY18.

Motion by Beardmore, second by Schettler to approve the Semi-Annual Substance Abuse Grant report. On roll call, all voted aye.

Board reviewed manure management annual updates for Mike Weitl, Section 13, Eden Township; PI-287 Finisher, Prestage Farms of Iowa, Section 24, Glidden Township; William Danner Jr, Danner Finisher, Section 34, Pleasant Valley Township; Ivan Halbur, Section 15, Washington Township; and Moonlight, Sunburst Valley Farms LLC, Section 2, Cameron Township, Audubon County.

Danzer reported on Iowa Workforce Development meeting, Conference Board meeting, Communications Center meeting, and Legislative Forum.

Meiners reported on training session at Headstart, CADC Strategic Planning meeting, ISAC Executive Board meeting, ISAC University, and Communications Center meeting. Upcoming meetings include: Policy Council meeting and New Opportunities meeting.

Schettler reported on Airport Commission meeting, Board of Health meeting, Conference Board meeting, Greene County Ambulance Service, federal grant for water quality, and Legislative forum. Upcoming meetings include: Telephone Committee meeting.

Beardmore reported on Carroll Area Child Care Center Board meeting, Coalition of Human Services meeting, Conference Board meeting, Case Management Budget meeting. Upcoming meetings include: Telephone Committee meeting.

Bock reported on Coalition of Human Services meeting, Local Planning Group meeting, Conference Board meeting, Case Management Budget meeting, Legislative Forum, and email to Bill Heckroth regarding Mental Health contribution. Upcoming meetings include: RSVP/Foster Grandparents meeting and 2nd Judicial District meeting.

Motion by Beardmore, second by Schettler to adjourn at 12:04 p.m. On roll call, all voted aye.
