Minutes

The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, February 1, 2016 at 9:00 a.m. Central Standard Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Mark Beardmore, District 5.

Motion by Meiners, second by Danzer to approve the agenda as presented with addition of plat approval and the deletion of FY17 Sheriff Budget review. On roll call, all voted aye. Motion by Schettler, second by Beardmore to approve the minutes of the January 25, 2016 meeting as written with the correction of office assistant. On roll call, all voted aye.

Eric Neu updated the Board on the progress of the new courtroom. The bid from Realwood Productions is approximately $1,000 less due to removal of a header. The savings will be used for benches in the courtroom.

County Sheriff Doug Bass reviewed a quarterly report for his department. Motion by Meiners, second by Beardmore to approve the Sheriff’s quarterly report showing total receipts of $24,704.10. On roll call, all voted aye. (Report on file in the Auditor’s office.)

The Board proceeded with the annual review of contract law. Bass anticipates no changes and will continue as is.

Motion by Meiners, second by Danzer to state the Board’s intent to fill the Sheriff vacancy by appointment. On roll call, all voted aye. The Board directed the Auditor to issue a public notice stating the Board’s intention to fill the vacancy by appointment, notifying the public of their right to petition for a special election.

Motion by Beardmore, second by Danzer to approve plat of survey for Lot 1 SE1/4 SE1/4 Section 26-84-36. On roll call, all voted aye.

The Board proceeded to discuss the upcoming Carroll County Conference Board meeting. Discussion centered on salary requests for office staff. Following discussion, no formal action taken.

County Auditor Kourtney Irlbeck presented a request from Jared Hays to increase his hourly pay from $30 to $50. Hays’ contract with the County is for services for the operation and management of the Maple River Junction Wastewater Grade II facility. The Board will contact Hays and will address the request at a later date. No formal action taken.

Board reviewed manure management annual updates for Alan Friedman, Section 27, Eden Township and Harold, Jody Meiners, Section 3, Viola Township, Audubon County.

Motion by Danzer, second by Schettler to approve 2015 gross wages for publication. On roll call, all voted aye.

Motion by Meiners, second by Danzer to approve a utility permit for Windstream in Section 27 Newton Township. On roll call, all voted aye.

County Engineer Dave Paulson presented three box culvert projects L-D13- -73-14, L-D19- -73-14, L-M2- -73-14. Project estimate is $457,590 and will be paid with local funds. Motion by Meiners, second by Danzer to approve the plans for the three box culvert projects. On roll call, all voted aye. Motion by Meiners, second by Bock to set March 7, 2016 at 10:00 a.m. as the letting date for the project. On roll call, all voted aye.

Paulsen presented truck equipment quotes from three vendors for the recently purchased tandem trucks. The following equipment was quoted: plow, box, sander, and wing. Highway Truck had the lowest overall bid at $35,541. Paulsen presented a $21,477 quote from Force for the hydraulic work.

Chair opened a public hearing for a FY16 budget amendment at 10:06 a.m. Auditor explained amended revenues and amended expenditures. Following discussion and comments from the public, the Chair closed the public hearing at 10:09 a.m. Motion by Danzer, second by Schettler to approve the budget amendment. On roll call, all voted aye. Motion by Meiners, second by Beardmore to approve an appropriations resolution to appropriate the funds for amended expenditures. On a roll call vote, Bock, aye; Beardmore, aye; Schettler, aye; Meiners, aye; Danzer, aye. Motion carried unanimously.

APPROPRIATIONS RESOLUTION

WHEREAS a public hearing has been held for the amendment to the FY16 County Budget as required by Iowa Code 331.435,

BE IT HEREBY RESOLVED that the Carroll County Board of Supervisors adopts said budget amendment, and

BE IT ALSO RESOLVED that the funds for the amended expenditures be fully appropriated for the fiscal year.

The above appropriations resolution was adopted by the Board of Supervisors of Carroll County, Iowa on February 1, 2016.

Home Health Care Aides director Megan Owen reviewed FY17 Home Health Care Aides budget.

Justin Schieffer Case Management Supervisor met with the Board to give an update on the Case Manager hiring process. He has offered the position to Melony Nelson, contingent upon Board approval and background check. Motion by Meiners, second by Beardmore to approve hiring Melony Nelson as Case Manager contingent upon a background check. On roll call, all voted aye.

Schieffer requested a title change for his position. Case Management previously had two supervisors prior to the resignation of Angela Chandler. Schieffer has taken on the duties of both supervisor positions and prepared a new job description for the supervisor position. Schieffer is requesting an increase of $5,000 to his current salary to be paid as follows: $2,500 in FY17 and $2,500 in FY18. Following discussion, motion by Beardmore, second by Danzer to approve the increase and job title change for Schieffer. On roll call, all voted aye. Schieffer reviewed the FY17 Case Management budget.

Ann Lander and Louie Grote reviewed the FY17 Veterans Affairs budget. The Veterans Affairs Commission is requesting a 10% pay increase for Veterans Affairs Director Louie Grote. They presented the Board with salary comparisons. The Board will need to notify the Commission in writing after they make a decision on the request. No formal action taken.

The Board briefly discussed upcoming budget work sessions. No extra meetings have been scheduled at this time.

Motion by Meiners, second by Beardmore to approve the Investment Policy of Carroll County. The Investment Policy is intended to comply with Iowa Code Chapter 12B and 12C. On roll call, all voted aye.

Motion by Meiners, second by Danzer to add Construction Pay Estimate report to the agenda. On roll call, all voted aye. Paulsen presented the Board with the Construction Pay Estimate report for the four completed asphalt projects. The report is the final certification detailing project costs. Motion by Beardmore, second by Danzer to authorize the Board Chair to sign the Construction Pay Estimate report. On roll call, all voted aye.

Meiners reported on Policy Council meeting, New Opportunities Board meeting, and Lawler retirement. Upcoming meetings include: CADC and Conference Board.

Schettler reported on Conservation Five Year Planning Initial meeting, Telephone Committee meeting, discussion with Julie Towne regarding jail inmate care, and Lawler retirement. Upcoming meetings include: Conference Board.

Beardmore reported on Telephone Committee meeting and communication with VonBokern. Upcoming meetings include: Caucus, Conference Board, ISAC Webinar, and Legislative Forum.

Bock reported on RSVP/Foster Grandparents meeting, Case Management interview, 2nd Judicial District Executive meeting, work with Ambulance Department, and ISAC letter regarding MH contribution. Upcoming meetings include: Caucus and Legislative Forum.

Danzer reported on sign checks at Region XII and road issue. Upcoming meeting: Conference Board.

Motion by Schettler, second by Danzer to adjourn at 11:49 a.m. On roll call, all voted aye.
