Minutes

The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, February 8, 2016 at 9:00 a.m. Central Standard Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Mark Beardmore, District 5.

Motion by Beardmore, second by Danzer to approve the agenda as presented with addition of examining board discussion. On roll call, all voted aye. Motion by Meiners, second by Schettler to approve the minutes of the February 1, 2016 meeting as written with the change of will to with regarding Veterans Affairs salary comparisons. On roll call, all voted aye.

Eric Neu updated the Board on the benches for the new courtroom. Neu received a bid for $1,400 for two refurbished benches. Neu will request the State to pay for the benches.

County Sheriff Doug Bass reviewed the FY17 Sheriff and Jail budgets.

Motion by Beardmore, second by Meiners to authorize the Board Chair to sign a two year Secondary Roads Union Agreement. On roll call, all voted aye.

Motion by Schettler, second by Danzer to approve payment of payables as presented. On roll call, all voted aye.

Motion by Bock, second by Meiners to approve plat of survey for Lot 1 NE1/4 NE1/4 Section 21-83-36. On roll call, all voted aye.

Bock reviewed the responsibilities of the Examining Board pertaining to the hiring process of a new County Assessor. Bock will speak with current County Assessor Brian Tiesman.

At 9:31 a.m. the Board participated in a public hearing with the Greene County Board of Supervisors. Greene County opened the public hearing. The purpose of the hearing was to discuss clean out of shared Drain 86-150. MHF Engineering explained the work to be performed. The cost estimate is $72,000. The last clean out was in 1954. Following discussion and hearing no comments from the public, Greene County Chairman closed the public hearing at 9:42 a.m. Motion by Greene County Supervisor Milligan, second by Schettler to request bids for the cleanout on shared Drain 86-150. On roll call, all voted aye.

County Auditor Kourtney Irlbeck reviewed the FY17 Auditor budget.

Irlbeck reviewed the FY17 Board of Supervisors budget.

Irlbeck reviewed the FY17 General Services budget.

Irlbeck reviewed the FY17 General Assistance budget.

The Board proceeded to discuss FY17 non-profit funding with each member stating their position on the suggested amounts. Following are the amounts approved for FY17 funding; New Opportunities $13,000; New Opportunities Substance Abuse Prevention and Treatment $22,609; Region XII Transit $14,992; Region XII Local Housing Trust $3,000; Region XII Membership fee $17,485; RSVP $9,000; Foster Grandparents $1,000; Elderbridge $13,798; Family Crisis Center $5,000; Family Resource Center $5,000; Carroll County Fair $12,750; Historical Society $4,000; Community of Concern $3,000; Breda Day Care $6,000; Carroll Area Day Care $11,000; Manning Day Care $8,500; Manning Main Street $2,500 for the final year; Carroll County Soil & Water $5,000; Carroll Library $39,632; Coon Rapids, Manning, and Glidden Libraries $13,350 each; Merchants Park $5,000 first payment second $5,000 payment due in FY18. Motion by Danzer, second by Beardmore to approve a 5% increase for Carroll Area Development Corporation. On roll call, Bock, aye; Beardmore, aye; Schettler, aye; Meiners, nay; and Danzer, aye. Motion carried, FY17 funding is $67,776.

The Board proceeded to discuss the Veterans Affair Director request for a 10% salary increase. Motion by Danzer, second by Meiners for a 5% increase. On roll call, Danzer, aye; Bock, nay; Beardmore, nay; Schettler, nay; and Meiners, nay. Motion failed. Motion by Schettler, second by Bock for a 3% increase. On roll call, Bock, aye; Beardmore, nay; Schettler, aye; Meiners, nay; and Danzer, nay. Motion failed. Motion by Danzer, second by Bock for a 4% increase. On roll call, Bock, aye; Beardmore, nay; Schettler, aye; Meiners, nay; and Danzer, aye. Motion carried.

The Board discussed the Ambulance Director request to increase salary to $65,000. The current salary is $60,023. Following discussion, motion by Meiners, second by Schettler to approve a 2.6% increase which is $1,560.60 for FY17. On roll call, Bock, aye; Beardmore, aye; Schettler, aye; Meiners, aye; and Danzer, nay. Motion carried.

Bock reported on CADC RDG Housing update. Upcoming meetings include: 2nd Judicial District Executive Board, award ceremony for Doug Bass, Rolling Hills Community Services Region, Conference Board, ISAC State Supervisors, and County Roundtable.

Danzer reported on Caucus and road issue. Upcoming meetings include: Wesco Board, award ceremony for Doug Bass, Conference Board, and ISAC State Supervisors.

Meiners reported on Ambulance Union meeting. Upcoming meetings include: award ceremony for Doug Bass, Conference Board, ISAC State Supervisors, and County Roundtable.

Schettler no official meetings. Upcoming meetings include: award ceremony for Doug Bass, Conference Board, ISAC State Supervisors, and County Roundtable.

Beardmore reported on Caucus, ISAC webinar, Ambulance Union meeting, Legislative Forum. Upcoming meetings include: award ceremony for Doug Bass, Ambulance Board, Conference Board, and County Roundtable.

Motion by Schettler, second by Beardmore to adjourn at 11:39 a.m. On roll call, all voted aye.
