Minutes

The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, February 9, 2015 at 9:00 a.m. Central Standard Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Mark Beardmore, District 5.

Motion by Bock, second by Schettler to approve the agenda as presented with the addition of plat approval and employee retirement letter. On roll call, all voted aye. Motion by Meiners, second by Beardmore to approve the minutes of the February 2, 2015 meeting as written. On roll call, all voted aye. Motion by Beardmore, second by Schettler to approve the minutes of the February 4, 2015 meeting as written. On roll call, all voted aye.

Dawn Mentzer, CEO of Rolling Hills Community Services Region met with the Board to present a quarterly regional update. Mentzer discussed FY16 provider increases, crisis stabilization home, and the need for an additional coordinator. Mentzer explained the ID Waiver Waiting list and that the expectation from DHS that the Region fund services while individuals are on a waiting list. She provided a task force update which included discussion on; crisis stabilization, Calhoun County, Jail Diversion, and Peer/Family Support.

At 10:02 a.m. the Chair opened a public hearing to hear comments on amendments to the County Zoning Map. Carl Wilburn reviewed the sections modified specifically, the property described as part of the SE ¼, Section 1, Wheatland Township lying west of the Sauk Rail Trail, re-zoning from A-1 to I-2. Hearing no other comments, and having received no written comments, the Chair closed the public hearing at 10:05 a.m. Motion by Meiners, second by Schettler to approve the first reading of Amendments to Carroll County Zoning Map. On a roll call vote, Danzer, aye; Beardmore, aye; Schettler, aye; Meiners, aye; Bock, aye. Motion carried unanimously. The second reading will be held Tuesday, February 17, 2015 at 10:00 a.m.

At 10:09 a.m. the Chair opened a public hearing to hear comments on amendments to the County Zoning Ordinance. Carl Wilburn reviewed the sections modified, 14.06.20 Special Uses When Authorized by Board of Adjustment. Specifically sections 14.06.09 Outdoor Rifle or Skeet Shooting Ranges and 14.06.10 Privately operated country clubs, golf courses, marinas or docking facilities, guest ranches, hunting clubs, swimming clubs, riding stables, lakes, resorts, and similar recreational uses provided by that any principal or accessory building in connection therewith shall be located above flood hazard elevation and not less than 200 feet from any “lot” in an “R” District. Hearing no other comments, and having received no written comments, the Chair closed the public hearing at 10:20 a.m. Motion by Bock, second by Beardmore to approve the first reading of Amendments to Carroll County Zoning Ordinance. On a roll call vote, Danzer, aye; Beardmore, aye; Schettler, aye; Meiners, aye; Bock, aye. Motion carried unanimously. The second reading will be held Tuesday, February 17, 2015 at 10:00 a.m.

Carl Wilburn reviewed the IT/P&Z FY16 Budget.

Matt Madsen and Carol O’Tool reviewed the FY16 Department of Human Services budget. Madsen also reviewed programs that are operated in Carroll County through DHS.

Jason Christensen reviewed the FY16 Conservation budget.

Justin Schieffer and Angela Chandler reviewed the FY16 Case Management budget.

Pat Gray reviewed the FY16 Ambulance budget.

Marilyn Dopheide reviewed the FY16 Recorder budget.

Jean Seidl reviewed the FY16 Treasurer budget.

Ann Lander and Louie Grote reviewed the FY16 Veterans Affairs budget.

Motion by Beardmore, second by Bock to approve the payables for payment as presented. On roll call, all voted aye.

Motion by Bock, second by Schettler to approve the plat of survey for Lots 1 and 2 N1/2 SE1/4 Section 16-82-34. On roll call, all voted aye.

Motion by Beardmore, second by Meiners to accept with regret the resignation of Sheriff Deputy Kevin Caltrider. On roll call, all voted aye.

Beardmore reported on budget reviews, Alert training, Budget Workshop, and Carroll Public Library Steering Committee meeting.

Schettler reported on Conservation meeting and Budget Workshop.

Meiners reported on CADC meeting, Alert training, and Budget Workshop.

Bock reported on budget reviews, Alert training, Mallard View meeting, Master Matrix update, gas tax update, Des Moines Register article regarding county debt, and Budget Workshop.

Danzer reported on Budget Workshop and Mallard View meeting.

Motion by Beardmore, second by Meiners to adjourn at 12:55 p.m. On roll call, all voted aye.
