Minutes

The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, February 13, 2012 at 9:00 a.m. Central Standard Time pursuant to law, the rules of said Board and to the adjournment with all members present: Mark Beardmore, Eugene Meiners, Dan Nieland, Marty Danzer and Neil Bock.

Motion by Meiners, second by Danzer to approve the agenda as presented. On roll call, all voted aye. Motion by Bock, second by Nieland to approve the minutes of the February 6, 2012 meeting as written. On roll call, all voted aye.

Motion by Beardmore, second by Meiners to go into closed session at 9:02 a.m. per Iowa Code Chapter 20.17(3). On a roll call vote, Beardmore, aye; Meiners, aye; Nieland, aye; Danzer, aye; Bock, aye.

Motion by Beardmore, second by Meiners to go out of closed session at 9:42 a.m. On roll call, all voted aye. No action taken.

Motion by Meiners, second by Danzer to acknowledge receipt of proposal from AFSCME/Iowa Council 61 for the Conservation Department. On roll call, all voted aye. A three-year contract is proposed, with a 4% wage increase the first year, 4.5% wage increase the second year, and 5% wage increase the third year. Motion by Nieland, second by Danzer to submit the county’s proposal for a three-year contract with no wage increase the first six months, 2% wage increase the second six months, followed by a 2.25% wage increase in years two and three of the contract, and also including new health insurance options. On roll call, all voted aye.

Dawn Mentzer, CPC Administrator, reviewed the proposed FY13 budget for the MH/DD budget.

Motion by Meiners, second by Danzer to approve claims for payment as presented. On roll call, all voted aye.

Board reviewed manure management annual updates for Elite Pork Finisher 13, Section 12 of Newton Township; Danner Finishers, Section 27 of Pleasant Valley Township; Pine Ridge Pork, Section 30 of Roselle Township; and Randy Christensen, Section 5 of Scranton Township, Greene County.

Bock reviewed the county reserves and Board discussed options for the FY13 budget.

Meiners reported on CADC, Statewide Supervisors’ meeting, and YES Center.

Nieland reported on M&M RC&D meeting, Maple River Wastewater meetings, and union meeting.

Danzer reported on Statewide Supervisors’ meeting and Manpower open house.

Bock reported on Hazard Mitigation meeting, Statewide Supervisors’ meeting, and 2nd Judicial District Meeting.

Beardmore reported on Ambulance board meeting, Statewide Supervisors’ meeting, and union meeting.

Motion by Meiners, second by Danzer to adjourn at 12:00 noon. On roll call, all voted aye.
