The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Tuesday, February 16, 2016 at 9:00 a.m. Central Standard Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Mark Beardmore, District 5.

Motion by Danzer to add closed session per Iowa Code 21.5(i) to the agenda. Motion died due to lack of a second. Motion by Beardmore, second by Schettler to approve the agenda as presented. On roll call, Bock, aye; Beardmore, aye; Schettler, aye; Meiners, aye; and Danzer, nay. Motion carried. Motion by Meiners, second by Beardmore to approve the minutes of the February 8, 2016 meeting as written. On roll call, all voted aye.

Board reviewed the proposed county budget for FY17. The proposed Countywide tax rate is $3.82983 per $1000 of valuation with an additional $3.0329 for rural residents, for a total Countywide/Rural tax rate of 6.86273 per $1000 of valuation. The proposed tax levy rates will raise $6,757,067 in property taxes, up from $6,694,182 for FY16. The FY17 net current property taxes is $6,247,192 down from $6,269,246 in FY16. Board reviewed the proposed county budget for FY17. Motion by Beardmore, second by Meiners to approve 10:00 a.m. on March 7, 2016 as the time and date for a public hearing to be held in the boardroom of the Carroll County Courthouse for the proposed FY17 Carroll County Budget. On roll call, all voted aye.

Motion by Danzer, second by Schettler to approve the County Treasurer’s semi-annual report. On roll call, all voted aye.

Motion by Meiners, second by Beardmore to approve a Resolution for Interfund Operating Transfer of $15,000 from General Basic Fund to Capital Fund. On a roll call vote, Bock, aye; Beardmore, aye; Schettler, aye; Meiners, aye; Danzer, aye. Motion carried unanimously. (Resolutions on file in the Auditor’s Office)

Meiners reported on Ambulance Union meeting, Conference Board meeting, County Sheriff Doug Bass Award Ceremony, statewide Supervisors meeting, ISAC Executive Board meeting, and County Roundtable in Templeton. Upcoming meetings include: CADC, YES Center, and Legislative Forum.

Danzer reported on Conference Board meeting, County Sheriff Doug Bass Award Ceremony, ISAC Executive Board meeting, statewide Supervisors meeting, sign checks at Region XII, County Roundtable in Templeton, Ambulance Department issues, and Solid Waste Board meeting. Upcoming meetings include: Region XII Board meeting and meeting with Dave Paulson regarding road issues.

Bock reported on 2nd Judicial District meeting, Rolling Hills Community Services meeting, County Sheriff Doug Bass Award Ceremony, Conference Board meeting, statewide Supervisors meeting, presented jail report for Board review, and County Roundtable in Templeton. Upcoming meetings include: Examining Board, Legislative Forum, Coalition for Human Services, and CPPC.

Motion by Schettler, second by Beardmore to adjourn at 10:01 a.m. On roll call, all voted aye.
