Minutes

The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Tuesday, February 17, 2015 at 9:00 a.m. Central Standard Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Mark Beardmore, District 5.

Motion by Meiners, second by Bock to approve the agenda as presented. On roll call, all voted aye. Motion by Beardmore, second by Schettler to approve the minutes of the February 9, 2015 meeting as written.

County Engineer Dave Paulson met with the Board to present gravel trailer quotes. Paulson presented one quote from Brady for $33,500. The County purchased a trailer from Brady in 2010 for $28,600, at that time they received a quote from Sioux Falls Truck and Trailer for $33,400. Paulson said they have been pleased with the Brady trailers. Following discussion, the Board requested a second quote. Paulson discussed hiring summer help. He plans to hire a survey tech and weed sprayer. Paulson discussed limestone stockpile. He anticipates four bidders for approximately 6,000 tons of limestone. Paulson will present quotes at a later date.

The Board proceeded to discuss FY16 non-profit funding with St. Anthony Regional Hospital and Freedom Rock with each member stating their position on the suggested amounts. Motion by Beardmore, second by Schettler to approve funding St. Anthony Regional Hospital $61,350 for FY16. On roll call, all voted aye.  Motion by Meiners to approve funding Freedom Rock $700 for FY16. Motion failed for lack of a second. Motion by Meiners, second by Danzer to approve funding Freedom Rock $500 for FY16. On roll call, Meiners, Danzer voted aye; Bock, Schettler, Beardmore voted nay. Motion failed.

Board reviewed manure management annual update for New Fashion Pork LLP, Farm 315 Elite Finisher, Section 24, Wheatland Township.

At 10:04 a.m. the Chair opened a public hearing to hear comments on amendments to the County Zoning Map. Carl Wilburn reviewed the sections modified specifically, the property described as part of the SE ¼, Section 1, Wheatland Township lying west of the Sauk Rail Trail, re-zoning from A-1 to I-2. Hearing no other comments, and having received no written comments, the Chair closed the public hearing at 10:05 a.m. Motion by Bock, second by Schettler to approve the second reading and waive the third reading of Amendments to Carroll County Zoning Map. On a roll call vote, Danzer, aye; Beardmore, aye; Schettler, aye; Meiners, aye; Bock, aye. Motion carried unanimously. The Amendments to the County Zoning Map will be effective upon publication.

At 10:06 a.m. the Chair opened a public hearing to hear comments on amendments to the County Zoning Ordinance. Carl Wilburn reviewed the sections modified, 14.06.20 Special Uses When Authorized by Board of Adjustment. Specifically sections 14.06.09 Outdoor Rifle or Skeet Shooting Ranges and 14.06.10 Privately operated country clubs, golf courses, marinas or docking facilities, guest ranches, hunting clubs, swimming clubs, riding stables, lakes, resorts, and similar recreational uses provided by that any principal or accessory building in connection therewith shall be located above flood hazard elevation and not less than 200 feet from any “lot” in an “R” District. Hearing no other comments, and having received no written comments, the Chair closed the public hearing at 10:07 a.m. Motion by Meiners, second by Beardmore to approve the second reading and waive the third reading of Amendments to Carroll County Zoning Ordinance. On a roll call vote, Danzer, aye; Beardmore, aye; Schettler, aye; Meiners, aye; Bock, aye. Motion carried unanimously. The Amendments to the County Zoning Ordinance will be effective upon publication.

The Board proceeded to review the FY16 County budget.

Bock reported on Veterans Affairs budget review, Legislative forum, State Supervisor meeting, upcoming Manning Main Street open house, and Rock Island clean line.

Meiners reported on CADC Access Washington meeting, Statewide Supervisor meeting, ISAC Executive Board meeting, and Legislative forum.

Schettler reported on Alert training, Statewide Supervisor meeting, and SRT bids.

Beardmore reported on Ambulance Board meeting and Legislative forum.

Danzer reported on Wesco Board meeting, Alert training, Solid Waste Board meeting, Region XII meeting, and Statewide Supervisor meeting.

Motion by Beardmore, second by Bock to adjourn at 12:01 p.m. On roll call, all voted aye.
