The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, February 22, 2010 at 9:20 a.m. Central Standard Time (following the Conference Board meeting) pursuant to law, the rules of said Board and to the adjournment with the following members present: Marty Danzer, Dan Nieland, Mark Beardmore, Sheryl Wegner and Eugene Meiners.

Motion by Danzer, second by Nieland to approve the agenda with one addition: Approve Plat. On roll call, all voted aye.

Motion by Beardmore, second by Wegner to approve the minutes of the February 16, 2010 meeting as written. On roll call, all voted aye except Nieland, who abstained.

Motion by Beardmore, second by Nieland to approve claims for payment as presented. On roll call, all voted aye.

Board discussed the FY11 County budget and whether expenditures need further scrutiny. The condition of the secondary roads in the County, and having adequate funds to maintain them, is a great concern. Following discussion, motion by Danzer, second by Wegner to set 10:00 a.m. on March 8, 2010 as the time and date for the FY11 County budget public hearing. On roll call, all voted aye.

Board discussed a closing policy for the Courthouse. Motion by Danzer, second by Nieland to approve Carroll County Resolution No. 2010-006. On a roll call vote, Danzer, aye; Nieland, aye; Beardmore, aye; Wegner, aye; Meiners, aye. Motion carried unanimously.

Severe Weather/Emergency Closing of Courthouse

The County Engineer and County Sheriff, in consultation with the Chair of the Board of Supervisors, will determine when the Courthouse should be closed due to severe weather conditions. In the event the Courthouse and/or County Offices are closed due to weather conditions, county employees who are not covered by collective bargaining and who are not exempt from the Fair Labor Standards Act, must use their accrued leave (vacation or comp time), either previously accrued or to be accrued in the current calendar year, or leave without pay.

If the Courthouse is closed because of an emergency that is not weather-related, employees will remain in pay status.

Motion by Nieland, second by Meiners to approve Resolution Number 2010-005. On a roll call vote, Danzer, aye; Nieland, aye; Beardmore, aye; Wegner, aye; Meiners, aye. Motion carried unanimously.

RESOLUTION NUMBER 2010-005
DETOUR RESOLUTION

BRIDGE REPLACEMENT ON 245th NEAR THE SOUTH CORPORATE LIMITS OF THE CITY OF HALBUR.  Beginning at the Junction of 245th Street and Hawthorne Avenue thence north one half mile along Hawthorne Avenue to the junction of Hawthorne Avenue and 240th Street; thence west on 240th Street to the town of Halbur.
This resolution shall be in effect as soon as said roads are marked by suitable signs and barricades, as set out in Section 306.41, Code of Iowa, and shall remain in effect until construction is complete and approved by the proper authority.

Board reviewed manure management annual updates for PI235 Finisher, Prestage Farms of Iowa, LLC, Section 5, Wheatland Township and Janis Gehling, Section 30, Roselle Township.

Motion by Nieland, second by Danzer to approve a plat for Lot 1, S1/2 NE FRL1/4, Section 3-85-36. On roll call, all present voted aye.

County CPC, Dawn Mentzer, presented a Community Mental Health Center Affiliation form for approval. This is a requirement for receiving community service funding from the state. Motion by Nieland, second by Wegner to approve a Community Mental Health Center Affiliation with The Richmond Center in Ames, Iowa. On roll call, all voted aye.

Mentzer presented a Carroll & Buena Vista County Mental Health Services Coordinator Contract for the Board’s review. The Board will act on the contract next week.

Motion by Danzer, second by Beardmore to go into closed session at 10:26 a.m. per Iowa Code Chapter 21.5(1)(i).

Board returned to open session at 10:45 a.m. Motion by Danzer, second by Nieland to extend a leave of absence for a county employee from March 1, 2010 to April 30, 2010. On roll call, all voted aye.

Danzer reported on storm cleanup, meeting with FEMA and Homeland Security representatives, and Domestic Assault meeting.

Nieland reported a meeting will be held at 5:30 p.m. today at Region XII to receive public comments on the Carroll County Conservation Board Citizen Input Survey.

Beardmore reported on Human Services Coalition meeting and a NACO presentation on effective lobbying.

Wegner reported on 2nd Judicial meeting and Partnership 4 Families meeting.

Meiners reported on Domestic Assault meeting and YES Center.

Motion by Beardmore, second by Wegner to adjourn at 11:04 a.m. On roll call, all voted aye.
