Sauk Rail Trail Fundraising Committee met with the Board to discuss ongoing fundraising efforts and present the updated project cost detail. Howrey Construction Inc. is the low bidder at $508,568.80. They plan to start mid-summer with the last final start date of September 1, 2015. Ken Snyder with the Carroll County Conservation Board clarified that the $50,000 in engineering costs is an estimate not a “not to exceed amount.” They hope to lower the engineering costs by utilizing Denny Lawler, as he is certified. Total project cost is $558,586, with a Region XII grant of $250,000, Carroll County Conservation Capital Fund contribution of $100,000, and private fundraising of approximately $100,277. The balance remaining is $108,309. Snyder explained that all but approximately $10,000 of private fundraising has been received. Motion by Schettler, second by Beardmore to approve funding the Swan Lake Sauk Rail Trail resurfacing project with a $75,000 county contribution from the Local Option Sales Tax Fund, the remaining $43,309 (which will vary depending on engineering cost and fundraising) will be in the form of a not to exceed 18 months loan from the Local Option Sales Tax Fund at 1% interest. Any additional grant money received for the project will reduce the county contribution and additional fundraising will reduce the loan amount. On roll call, all present voted aye.

County Engineer Dave Paulson presented limestone quotes. Motion by Meiners, second by Beardmore to approve the low bid from Vonnahme Construction, LLP for 6,000 tons of 1 inch road stone at $15.05 per ton delivered to Carroll. Paulson received bids from Brady Truck Equipment and Metal Fab, Inc. for $33,500 and Truck Equipment Service Company for $29,889.27. Paulson explained the trailer from Truck Equipment Service Company would need a different tongue from the one bid, added cost would be approximately $500. Following discussion, motion by Meiners, second by Bock to approve the purchase of a gravel trailer from Truck Equipment Service Company for the bid price of $29,889.27 plus $500 for the upgraded tongue. On roll call, all present voted aye.
