The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, February 23, 2015 at 9:00 a.m. Central Standard Time pursuant to law, the rules of said Board and to the adjournment with the following members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; and Mark Beardmore, District 5. Marty Danzer, District 4 was absent.
Motion by Meiners, second by Beardmore to approve the agenda as presented. On roll call, all present voted aye. Motion by Meiners, second by Schettler to approve the minutes of the February 17, 2015 meeting as written. On roll call, all present voted aye. Motion by Beardmore, second by Schettler to approve the minutes of the February 18, 2015 meeting as written. On roll call, all present voted aye.
Sauk Rail Trail Fundraising Committee met with the Board to discuss ongoing fundraising efforts and present the updated project cost detail. Howrey Construction Inc. is the low bidder at $508,568.80. They plan to start mid-summer with the last final start date of September 1, 2015. Ken Snyder with the Carroll County Conservation Board clarified that the $50,000 in engineering costs is an estimate not a “not to exceed amount.” They hope to lower the engineering costs by utilizing Denny Lawler, as he is certified. Total project cost is $558,586, with a Region XII grant of $250,000, Carroll County Conservation Capital Fund contribution of $100,000, and private fundraising of approximately $100,277. The balance remaining is $108,309. Snyder explained that all but approximately $10,000 of private fundraising has been received. Motion by Schettler, second by Beardmore to approve funding the Swan Lake Sauk Rail Trail resurfacing project with a $75,000 county contribution from the Local Option Sales Tax Fund, the remaining $43,309 (which will vary depending on engineering cost and fundraising) will be in the form of a not to exceed 18 months loan from the Local Option Sales Tax Fund at 1% interest. Any additional grant money received for the project will reduce the county contribution and additional fundraising will reduce the loan amount. On roll call, all present voted aye.
County Engineer Dave Paulson presented limestone quotes. Motion by Meiners, second by Beardmore to approve the low bid from Vonnahme Construction, LLP for 6,000 tons of 1 inch road stone at $15.05 per ton delivered to Carroll. On roll call, all present voted aye. Paulson presented gravel trailer quotes. Paulson received bids from Brady Truck Equipment and Metal Fab, Inc. for $33,500 and Truck Equipment Service Company for $29,889.27. Paulson explained the trailer from Truck Equipment Service Company would need a different tongue from the one bid, added cost would be approximately $500. Following discussion, motion by Meiners, second by Bock to approve the purchase of a gravel trailer from Truck Equipment Service Company for the bid price of $29,889.27 plus $500 for the upgraded tongue. On roll call, all present voted aye.
Theresa Newton, Wellmark Blue Cross Blue Shield Senior Account Representative, reviewed county data for claims, stop loss credits and pharmacy reports. Newton discussed renewal rates for the county’s health insurance. Effective July 1, 2015, rates will increase approximately 10%. The final rates will be available in late April.
Motion by Meiners, second by Schettler to approve plats of survey for Lot 2 of S1/2 SW 1/4 Section 20-82-36; Lots A, B, C, D, and E of Lot 2 of S1/2 SW1/4 Section 20-82-36; and Lot 3 of S1/2 SW1/4 Section 20-82-36. On roll call, all present voted aye.
Motion by Meiners, second by Schettler to approve payables as presented. On roll call, all present voted aye.
The Board discussed vacancy on the Board of Adjustment. Danzer was working on finding a replacement. The topic will be discussed at a later time.
Board reviewed manure management annual updates for Mark Schroeder, Twin Rivers Pork Inc., Section 22, Arcadia Township and H & R Partnership, Chris Finisher Farm, Section 12, Wheatland Township.
Board reviewed the proposed county budget for FY16. Motion by Meiners, second by Beardmore to approve 10:00 a.m. on March 9, 2015 as the time and date for a public hearing to be held in the boardroom of the Carroll County Courthouse for the proposed FY16 Carroll County Budget. On roll call, all present voted aye.
Meiners reported on CADC meeting, Manning Main Street open house, and Senator Joni Ernst event.
Schettler reported on Conservation meeting and appointment on ISAC Broadband Committee.
Beardmore reported on Carroll Area Child Care Center meeting and updated Board on E911 and EMA budget hearings.
Bock reported on DECAT meeting and 2nd Judicial update.
Motion by Beardmore, second by Meiners to adjourn at 11:55 a.m. On roll call, all present voted aye.
