Comments from those in attendance Associated File: Agenda February 27 2012.pdf 8 KB MinutesThe Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, February 27, 2012 at 9:25 a.m. Central Standard Time (following the Conference Board meeting) pursuant to law, the rules of said Board and to the adjournment with the following members present: Mark Beardmore, Eugene Meiners, and Neil Bock. Dan Nieland and Marty Danzer were absent. Motion by Meiners, second by Bock to approve the agenda as presented. On roll call, all present voted aye. Motion by Bock, second by Meiners to approve the minutes of the February 21, 2012 meeting as written. On roll call, all present voted aye. Motion by Bock, second by Meiners to approve a notice of withdrawal from an agricultural area, submitted by Elmer Hein Jr. Revocable Trust and Sean and Shellie Haluska. On roll call, all present voted aye. (Notice on file in County Recorder’s office.) County Engineer met with the board to discuss the trade in vehicle for the two pickup bids approved at last week’s meeting. Motion by Bock, second by Meiners to apply the trade in vehicle to the purchase from Wittrock Motor Company rather than the purchase from Macke Ford, because there was a higher trade in value on the Wittrock bid. On roll call, all present voted aye except Beardmore who abstained. Engineer briefly reviewed the apparent bid results for two bridge projects and one asphalt project. The DOT bid letting was held on February 21, 2012. Projects will be formally approved at a later date. Motion by Bock, second by Meiners to approve claims for payment as presented. On roll call, all present voted aye. Board reviewed manure management annual updates for Smokey Farms Inc. #2 East, Section 32 of Pleasant Valley Township; PI-235 Finisher, Prestage Farms of Iowa, Section 5 of Wheatland Township; Jim and Dale Halbur, Section 18 of Roselle Township; and Twin Rivers Pork, Inc., Section 22 of Arcadia Township. Chairman opened a public hearing at 10:00 a.m. for the first reading of Amendments to Ordinance No. 14, Amending Provisions of the Carroll County Zoning Ordinance, and Amendments to Ordinance No. 13, Amending Provisions of the Carroll County Subdivision Ordinance. Carl Wilburn, County Zoning Director, reviewed the proposed changes to Ordinance No. 14 as recommended by the Carroll County Planning and Zoning Commission. Specifically, the recommendations include the addition of zoning definitions pertaining to wineries and access by easement, provisions for allowing wineries in Agricultural and Industrial districts, and allowing for lots to be created with access by unrestricted permanent easements. The recommendations for changes to Ordinance No. 13 include the addition of zoning definitions pertaining to access by easement, and provisions for allowing lots to be created with access by unrestricted permanent easements. Following comments from the public, chairman closed the public hearing at 10:11 a.m. Motion by Meiners, second by Bock to approve the first reading of Amendments to County Ordinances No.13 and No.14. On a roll call vote, Beardmore, aye; Meiners, aye; Nieland, absent; Danzer, absent; Bock, aye. Motion carried. Motion by Beardmore, second by Bock to set March 12, 2012 at 9:45 a.m. as the date and time for a second reading of Amendments to County Ordinances No. 13 and No. 14. On roll call, all present voted aye. Board reviewed the final draft of FY13 county budget. Bock reported on Choice Crusaders and retirement reception for Region XII Transit Director Jim Burns. Meiners reported on CADC and union negotiations. Beardmore reported on CACCC and union negotiations. Motion by Meiners, second by Bock to adjourn at 10:29 a.m. On roll call, all present voted aye.
