The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, March 12, 2012 at 9:10 a.m. Daylight Saving Time (following the Conference Board meeting) pursuant to law, the rules of said Board and to the adjournment with the following members present: Mark Beardmore, Eugene Meiners, Dan Nieland, Marty Danzer and Neil Bock.

Motion by Danzer, second by Nieland to approve the agenda as presented. On roll call, all voted aye. Motion by Bock, second by Nieland to approve the minutes of the March 5, 2012 meeting as written. On roll call, all voted aye.

Motion by Meiners, second by Danzer to approve claims for payment as presented. On roll call, all voted aye.

Motion by Bock, second by Beardmore to approve three appointments to the Case Management Advisory Board. Dave Wagner will serve a three-year term ending on 12-31-13, while Neil Bock and Mark Beardmore will be ex-officio members. On roll call, all voted aye.

Motion by Meiners, second by Danzer to approve a Systems Agreement with Tyler Technologies, Inc. for the purchase of financial and payroll software. Implementation and conversion costs are $43,500 and subscription fees are $19,698. On roll call, all voted aye. Carroll County has already paid $28,800 toward the purchase, and installation is scheduled for early 2013.

Board reviewed manure management annual updates for Elite Pork Finisher 14 in Section 9 of Union Township; Betty Finisher Farm, H&R Partnership, in Section 5 of Wheatland Township; and Kniest Finisher Farm, T&T Operations, LLC, in Section 5 of Kniest Township.

At 9:45 a.m. the second reading of Amendments to County Ordinances No. 13 and No. 14 was held. Carl Wilburn, County Zoning Director, reviewed the proposed changes to Ordinance No. 13, Carroll County Subdivision Ordinance, and Ordinance No. 14, Carroll County Zoning Ordinance. Motion by Nieland, second by Danzer to approve the second reading of Amendments to County Ordinances No. 13 and No. 14. On a roll call vote, Beardmore, aye; Meiners, aye; Nieland, aye; Danzer, aye; Bock, aye. Motion carried unanimously. Motion by Danzer, second by Meiners to set March 19, 2012 at 9:15 a.m. as the date and time for the third reading of Amendments to County Ordinances No. 13 and No. 14. On roll call, all voted aye.

At 10:00 a.m. the chair opened the public hearing for the proposed FY13 county budget. County Auditor Joan Schettler reviewed the increase in valuation, proposed expenditures and revenues and tax levy rates. The Countywide tax rate was set at $4.53149 per $1000 of valuation with an additional $2.92634 for rural residents, for a total Countywide/Rural tax rate of $7.45783 per $1000 of valuation. The levy rates will raise $6,171,612 in property taxes. Comments from the public were heard and the chair closed the public hearing at 10:23 a.m.

Motion by Meiners, second by Danzer to approve the adoption of FY13 county budget and certification of taxes, Resolution No. 2012-003. On a roll call vote, Beardmore, aye; Meiners, aye; Nieland, aye; Danzer, aye; Bock, aye; Motion carried unanimously.

RESOLUTION NO. 2012-003
ADOPTION OF FY13 COUNTY BUDGET AND CERTIFICATION OF TAXES

WHEREAS a public hearing has been held for the fiscal year 2013 Carroll County budget in accordance with Iowa Code 331.434,

BE IT RESOLVED that the Carroll County Board of Supervisors adopts said Budget and Certification of Taxes for fiscal year 2013 and,

BE IT ALSO RESOLVED that the compensation for elected officials for FY13 is: Attorney $62,129; Auditor $59,062; Recorder $53,076; Treasurer $55,921; Sheriff $70,618; Supervisors $27,327.

Motion by Bock, second by Danzer to go into closed session at 10:25 a.m. per Iowa Code Chapter 21.5(1)(c). On a roll call vote, Beardmore, aye; Meiners, aye; Nieland, aye; Danzer, aye; Bock, aye. Motion carried unanimously.

Motion by Meiners, second by Danzer to go out of closed session at 10:55 a.m. On roll call, all voted aye. County Attorney John Werden stated that the closed session involved a discussion between the Board and ICAP’s attorney, Phil Redenbaugh, and ICAP claims adjuster Brenda Snyder, concerning settlement of claims involving the ambulance accident in Boone County on May 13, 2010. The Board was apprised of the status of that litigation. No action was taken.

County Engineer Dave Paulson met with the board to discuss spraying chloride at three intersections in the county to stabilize the base to see if that will help control the washboards and make it easier to blade the roads. Paulson suggested setting a road tour at next week’s meeting as he is working on a new five-year plan.

Danzer reported on Verizon tower, and Democratic County Convention.

Nieland reported on Maple River sewer meeting and Conservation department meeting.

Meiners reported on CADC, Maple River sewer meeting, meeting with Carroll city officials, and YES Center.

Beardmore reported on Conservation department meeting and meeting with Carroll city officials.

Motion by Meiners, second by Bock to adjourn at 11:12 a.m. On roll call, all voted aye.
