Minutes

The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, March 14, 2016 at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Mark Beardmore, District 5.

Motion by Beardmore, second by Danzer to approve the agenda as presented with the addition of County Farm septic line. On roll call, all voted aye. Motion by Meiners, second by Schettler to approve the minutes of the March 7, 2016 meeting as written. On roll call, all voted aye.

Case Management Supervisor Justin Schieffer gave an update to the Board on MCOs and the Case Management department. Motion by Beardmore, second by Meiners to enter into an agreement and authorize the Board Chair to sign the Amerigroup Contract. On roll call, all voted aye.

Motion by Beardmore, second by Danzer to approve a Class “C” liquor license/outdoor service/Sunday sales for 4RS Tavern, Inc. On roll call, all voted aye.

Motion by Danzer, second by Bock to set the public hearing for two construction permits; Dave Klocke, Section 22, Eden Township and Cornerstone Sow LLC, Section 12, Richland Township on March 28, 2016 at 10:00 a.m. On roll call, all voted aye.

Motion by Danzer, second by Schettler to approve the payables for payment as presented, with the additional 3 payables. On roll call, all voted aye.

Motion by Meiners, second by Danzer to approve Carroll County Resolution No. 2016-003, to approve the County Sheriff appointment. On a roll call vote, Bock, aye; Beardmore, aye; Schettler, aye; Meiners, aye; and Danzer, aye. Motion carried.

RESOLUTION APPROVING COUNTY SHERIFF APPOINTMENT

BE IT RESOLVED by the Board of Supervisors of Carroll County, Iowa, in regular session assembled this 14th day of March, 2016, to approve the appointment of Ken Pingrey to the position of Carroll County Sheriff, effective March 16, 2016, per Iowa Code Chapter 69.14A subsection 2(a)(1) until the next pending election as defined in Iowa Code Chapter 69.12.

Motion by Meiners, second by Schettler to approve Carroll County Resolution No. 2016-004, to approve the FY17 Elected Officials salary. On roll call vote, Bock, aye; Beardmore, aye; Schettler, aye; Meiners, aye; and Danzer, aye. Motion carried. (Resolution on file in County Auditor’s Office)

Bock discussed a request from John Renze to cap off and bury a county owned septic clean out that is located in Section 7 of Grant Township. Bock spoke with Randy Krauel an employee with the City of Carroll and they can bury the cleanout and map it with GPS. The City can do the work and would bill the County. Bock also discussed an easement for the county sewer line. It appears there is not one recorded. Motion by Meiners, second by Danzer to have the City of Carroll lower the sewer cleanout and map it with GIS, and to research and have an easement prepared for the sewer line. On roll call, all voted aye.

Board reviewed a manure management annual update for Rodney Hinners, Hillside, Section 30, Arcadia Township.

Schettler reported on Conservation Board meeting, ISAC Spring School, and County Day at the Capital. Upcoming Board of Health meeting.

Meiners reported on CADC meeting, ISAC meetings, and ISAC Executive Board meeting. Upcoming YES Center meeting.

Danzer reported on Carroll County Solid Waste meeting, road tour, drainage issues, ISAC Executive meeting, and ISAC meetings. Upcoming meetings include: Bass retirement, Steve Mikkelsen regarding Dedham railroad bridge, and Region XII.

Bock reported on MHF Engineering letter, CADC meeting, Segebart letter regarding mental health contributions, and Farm Bureau. Upcoming meetings include: Bass retirement, DOT culvert letting, Coalition of Human Services, Local Planning Group, and Legislative Forum.

Beardmore reported on City of Carroll 3rd Street Sewer Construction Project meeting and Ambulance Board meeting. Upcoming meetings include: Bass retirement, Coalition of Human Services, and Legislative Forum.

Paulson discussed Drain 31 in Section 25 Glidden Township, Drain 33 in Section 27 Sheridan Township, and Drain 67 in Section 7 Union Township. The drains are in need of repair and the work will be done by the Secondary Road Department. Motion by Beardmore, second by Danzer to approve work on Drain 31 in Section 25 Glidden Township, Drain 33 in Section 27 Sheridan Township, and Drain 67 in Section 7 Union Township. On roll call, all voted aye.

Motion by Meiners, second by Beardmore to adjourn at 10:21 a.m. On roll call, all voted aye. Board proceeded on road tour with County Engineer Dave Paulson.
