Minutes

The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, March 19, 2012 at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with the following members present: Mark Beardmore, Eugene Meiners, Dan Nieland, Marty Danzer and Neil Bock.

Motion by Danzer, second by Bock to approve the agenda as presented. On roll call, all voted aye. Motion by Meiners, second by Nieland to approve the minutes of the March 12, 2012 meeting as written. On roll call, all voted aye.

Chad Jensen, executive director of New Opportunities, met with the board to inform them that New Opportunities has been awarded an Emergency Solutions Grant in the amount of $17,650. The grant is for calendar year 2012 and will be split among the seven counties served by New Opportunities: Audubon, Carroll, Calhoun, Dallas, Greene, Guthrie, and Sac. It will primarily be used for rent assistance. There is a 100% match required which New Opportunities will provide, using LIHEAP (Low-Income Home Energy Assistance Program) funds. Motion by Bock, second by Danzer to approve “Certification of Local Government Approval for Nonprofit Organizations Receiving ESG Funds from State Grantees” and to authorize the board chair to sign the certification. On roll call, all voted aye, except Meiners who abstained.

At 9:15 a.m. the third reading of Amendments to County Ordinances No. 13 & No. 14 was held. County Zoning Director Carl Wilburn summarized the proposed changes. No comments were heard. Motion by Danzer, second by Bock to approve the third reading of Amendments to County Ordinances No. 13 & No. 14. On a roll call vote, Beardmore, aye; Meiners, aye; Nieland, aye; Danzer, aye; Bock, aye; Motion carried unanimously. Amendments will be effective upon publication.

John Hostetler, executive director of Community & Family Resources/The Richmond Center, met with the board to inform them that The Richmond Center will no longer provide mental health services for Carroll County as of June 30, 2012. Hostetler said the community mental health system is underfunded and CFR/TRC serve eleven counties and that Carroll County would be better served with a local mental health provider. Hostetler has talked to five providers and three have shown an interest in Carroll County. Dawn Mentzer, County CPC, said she heard from Patrick Schmitz, executive director of Plains Area Mental Health Center, and he expressed an interest in providing mental health services for Carroll County. Robin Wilson, a Community Systems Consultant with Iowa DHS, was present and reviewed the RFP process with the board. She said the time frame is very short to put an RFP together, but it will probably be needed as there are not enough local providers. The board will research options and plan further discussion at next week’s meeting.

Board reviewed a manure management plan for Mohr Hogs in Section 32 of Sac Township, Sac County.

Motion by Danzer, second by Meiners to approve three utility permits: one for CenturyLink for work in Maple River Township, two for West Central Iowa Rural Water for work in Grant Township and in Newton Township. On roll call, all voted aye.

Meiners reported on CADC, ISAC conference, and legislative forum. Meiners invited Supervisors to attend CADC on April 3rd in Templeton, hosted by TADC.

Nieland reported on RC&D meeting and ISAC conference.

Danzer reported on WESCO, landfill meeting, noting the Hazardous Waste Day will be April 28th, and Region XII meeting.

Bock reported on ISAC conference and legislative forum, and attended the Rotary meeting with Dot Faust.

Beardmore reported on Ambulance board meeting and legislative forum.

Motion by Danzer, second by Bock to adjourn at 10:22 a.m. On roll call, all voted aye. Board proceeded on road tour with County Engineer Dave Paulson.
