The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, April 20, 2015 at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Mark Beardmore, District 5.

Motion by Meiners, second by Beardmore to approve the agenda as presented. On roll call, all voted aye. Motion by Bock, second by Schettler to approve the minutes of the April 13, 2015 meeting as written. On roll call, all voted aye.

Motion by Bock, second by Beardmore to add Box Culvert Project Contract to the agenda. On roll call, all voted aye. County Engineer Dave Paulson presented the contract for the Box Culvert Project. The project is for four precast concrete box culverts Project No. LFM-30- -7X-14; LFM-F27- - 7X-14; LFM-F26- -7X-14; and LFM-F27(1)- -7X-14, with a contract price of $529,752.00. Motion by Meiners, second by Bock to authorize Board Chairman to sign the Box Culvert Project Contract. On roll call, all voted aye.

Motion by Beardmore, second by Schettler to approve utility permits for Windstream Communications for work in Sections 9 and 16 of Washington Township; Western Iowa Rural Water for work in Section 5 of Maple River Township; Raccoon Valley Electric Cooperative for work in Sections 14 and 15 of Kniest Township; Windstream Communications for work in Section 11 of Jasper Township; and Raccoon Valley Electric Cooperative for work in Sections 15 and 22 of Glidden Township. On roll call, all voted aye. Motion by Meiners, second by Beardmore to change job classifications for Joel Sibbel, Jonathan Bruner, and Jon Wuebker from Operator 1 to Operator 2. On roll call, all voted aye. Paulson presented the Federal Aid Project Agreement for bridge project BRS-CO14(155)- -60-14 in Sections 9 and 16 of Washington Township. Paulson explained the project will be funded 80% with federal funds and 20% by county funds. Motion by Meiners, second by Schettler to approve the Federal Aid Project Agreement BRS-CO14(155)- -60-14. On roll call, all voted aye.

County Sheriff Doug Bass reviewed a quarterly report for his department. Motion by Meiners, second by Beardmore to approve the Sheriff’s quarterly report showing total receipts of $19,913.02. On roll call, all voted aye. (Report on file in the Auditor’s office.) Bass updated the Board on deputy hiring process and jail occupancy.

The Board discussed a possible UTV County Ordinance allowing use of UTVs on county roadways. A few sample ordinances were reviewed. UTVs would need to be licensed, have turning signals, have headlights, taillights, operators would have to be 18, and they would have to be insured. There were questions on licensing and other possible impacts. The Board will discuss with the County Attorney and discuss this topic at a later date. No formal action taken.

Marilyn Dopheide reviewed a quarterly report for the Recorder’s Department. $27,573.45 in which fees were collected for Carroll County, and an additional $47,912.99 was remitted to the State of Iowa. Motion by Beardmore, second by Bock to approve the Recorder’s quarterly report. On roll call, all voted aye. (Report on file in the Auditor’s office.)

At 10:00 a.m. the chair opened a public hearing for the New Fashion Pork, LLP and Jason Opperman Construction Permit Applications. The Supervisors attended the site inspections conducted by the Iowa DNR on April 16th and reviewed the master matrixes. Gary Irlbeck representing New Fashion Pork, LLP explained the expansion plans. C.J. Niles questioned Irlbeck on lagoon and new owners. Irlbeck responded that the lagoon was underground and that New Fashion Pork, LLP will continue to be good stewards of the land. Kent Krause representing Pinnacle on behalf of the Jason Opperman site explained this site had a good master matrix score. Bock explained the Supervisor’s role in permits. The chair closed the public hearing at 10:06 a.m. The Board will recommend approval of the construction permit applications and indicate agreement with the master matrix score of 550 for the New Fashion Pork, LLP site and 445 for the Jason Opperman site.

Motion by Beardmore, second by Bock to approve a fireworks display permit application for Joseph Kock for July 4th. On roll call, all voted aye.

Motion by Bock, second by Beardmore to approve a plat of survey for Lot 2 of SE 1/4 NE 1/4 Section 15-85-36. On roll call, all voted aye.

Motion by Bock, second by Meiners to approve a Tax Abatement Resolution for abatement of real estate taxes for the following parcels: Parcel No. 0707100001, 0707100002, 0707100003, and 0707100004 (County Farm property). On a roll call vote, Danzer, aye; Beardmore, aye; Schettler, aye; Meiners, aye; Bock, aye. Motion carried unanimously. (Resolution on file in the Auditor’s office.)

Motion by Beardmore, second by Bock to approve the 2015 Tax Suspension list. On roll call, all voted aye.

The Auditor presented detailed information on the proposed May 18, 2015 budget amendment. The Auditor explained revenues and expenses. Motion by Beardmore, second by Schettler to set May 18, 2015 at 10:00 a.m. for the Public Hearing on the Proposed FY15 County Budget Amendment. On roll call, all voted aye.

The Board acknowledge receipt of the Construction Permit Application for the Stangl Site in Section 17 of Washington Township. Danzer will set-up a site visit with the DNR.

Board reviewed manure management annual updates for Sparta, Section 35, Sheridan Township; John Opperman, John Opperman #1, Section 8, Ewoldt Township; New Fashion Pork, Farm 301, Section 34, Grant Township; New Fashion Pork, Farm 302, Section 30, Cedar Township, Greene County; New Fashion Pork, Farm 304, Section 6, Union Township; New Fashion Pork, Farm 305, Section 5, Kniest Township; New Fashion Pork, Farm 306, Section 13, Union Township; New Fashion Pork, Farm 319, Section 1, Glidden Township; New Fashion Pork, Farm 320, Section 25, Pleasant Valley Township; New Fashion Pork, Farm 916, Section 31, Cedar Township, Greene County; and New Fashion Pork, Farm 917, Section 26, Wheatland Township.

Bock reported on Region XII Round Table meeting, Coalition for Human Services meeting, DNR site visits, and DECAT meeting. Bock also reported on Rolling Hills Community Services Region meeting. Bock explained the decision regarding the Crisis Stabilization Center, with a 4-3 vote the contract was awarded to Plains Area Mental Health Center.

Meiners reported on Region XII Round Table meeting, DNR site visits, YES Center meeting, and upcoming Access Washington trip update.

Schettler reported on Region XII Round Table meeting. Schettler updated the Board on Kniest Township trustee Dale Ludwig. Ludwig has moved and recommended the Board appoint Brett Ludwig to the position. Schettler will contact Brett Ludwig and the Board will make the appointment at a later date.

Beardmore reported on Ambulance meeting, Region XII Round Table, Coalition for Human Services meeting, and meeting with Dave Paulson regarding Willey street project.

Danzer reported on meeting with Dave Paulson regarding Willey street project, WESCO Board meeting, Carroll County Solid Waste Commission meeting, Region XII Round Table meeting, DNR site visits, and meeting with St. Anthony Regional Hospital regarding mental health transports. It may be possible for Region XII Transit to assist in some instances. They will meet at a later date for additional discussion.

Motion by Beardmore, second by Bock to adjourn at 11:04 a.m. On roll call, all voted aye.
