The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, April 25, 2016 at the conclusion of the Carroll County Conference Board meeting at 9:37 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Mark Beardmore, District 5.

Motion by Meiners, second by Danzer to approve the agenda as presented. On roll call, all voted aye. Motion by Schettler, second by Beardmore to approve the minutes of the April 18, 2016 meeting with the correction to 210th Street. On roll call, all voted aye.

Bock left the meeting to make a phone to one of the Assessor candidates to inform her of the Conference Board’s decision.

Motion by Meiners, second by Beardmore to approve plats of survey for Lot 1 W1/2 NE1/4 Section 24-83-34, N283 W627 NW1/4 SW1/4 Section 12-85-33, and SW1/4 SE1/4 Section 26-84-36. On roll call, all present voted aye.

Motion by Beardmore, second by Schettler to approve payables for payment as presented. On roll call, all present voted aye.

Bock returned to meeting.

Danzer read the Proclamation for Donor Awareness Month. Motion by Meiners, second by Beardmore to authorize Board Chair to sign the Proclamation for Donor Awareness Month. On roll call, all voted aye. (Proclamation on file in the Auditor’s Office.)

Motion by Schettler, second by Danzer to approve a Class B Native Wine Permit with Living Quarters, Outdoor Service and Sunday Sales for Barn Owl Gift & Greenhouse. On roll call, all voted aye.

Marilyn Dopheide reviewed a quarterly report for the Recorder’s Department. $32,014.37 in which fees were collected for Carroll County, and an additional $82,019.37 was remitted to the State of Iowa. Motion by Beardmore, second by Schettler to approve the Recorder’s quarterly report. On roll call, all voted aye. (Report on file in the Auditor’s office.)

County Sheriff Ken Pingrey reviewed a quarterly report for his department. Motion by Beardmore, second by Schettler to approve the Sheriff’s quarterly report with the correction to add Pingrey’s name, showing total receipts of $20,311.98. On roll call, all voted aye. (Report on file in the Auditor’s office.)

At 10:02 a.m. the third reading of Ordinance No.40 was held. The purpose of the ordinance is to establish Carroll County’s policy for the construction of roads, reconstruction of roads, construction of bridges, reconstruction of bridges and other roadway and drainage features associated with road and bridge construction. County Engineer Dave Paulson explained changes made to the Ordinance after discussion with the County Attorney. Hearing no comments from the public, the Chair closed the public hearing at 10:04 a.m. Motion by Danzer, second by Schettler to approve the third reading of Ordinance No. 40. On a roll call vote, Bock, aye; Beardmore, aye; Schettler, aye; Meiners, aye; Danzer, aye. Motion carried. Ordinance No. 40 will be effective upon publication.

Paulson discussed a Level C Petition received from landowners on Noble Avenue in Sections 19 and 20 in Newton Township. The Petition requests for the current Level B road to be classified as Level C. According to County Ordinance 12 the Board will have to set a public hearing and publish notice of the request. Paulson has confirmed the signatures on the Petition are landowners. The County is a landowner in the Petition area. Motion by Meiners, second by Danzer to authorize the Board Chair to sign the petition. On roll call, all voted aye. Motion by Danzer, second by Meiners to publish notice of intent to change a Level B road to Level C and to set the public hearing for Monday, May 9, 2016 at 10:00 a.m. On roll call, all voted aye.

Paulson discussed Drain 52 in Section 25 Kniest Township. The drain is in need of repair and the work will be done by the Secondary Road Department. Paulson will inspect Drain 70 in the City of Breda for possible repairs. Motion by Danzer, second by Bock to approve work on Drain 52 in Section 25 Kniest Township. On roll call, all voted aye.

Board reviewed manure management annual updates for Rohe Pork LLC, Section 33, Eden Township; Jason Klein, Section 13, Ewoldt Township; Mark Heithoff #3, Section 24, Roselle Township; Denis Heithoff, Denis Heithoff #1 South, Section 7, Pleasant Valley Township; Denis Heithoff, Denis Heithoff #2 North, Section 7, Pleasant Valley Township; and Denis Heithoff, Denis Heithoff #3, Section 13, Arcadia Township.

Schettler no official meetings. Upcoming Smart Conference meeting.

Beardmore reported on CACCC Board meeting, Assessor interviews, Coalition of Human Services and E911 Board meeting. Upcoming Board meeting with Sac County.

Meiners reported on CADC meeting. Upcoming meetings include: New Opportunities Executive Board meeting, New Opportunities Board meeting and New Opportunities Policy Council meeting.

Danzer reported on road issues. Upcoming Board meeting with Sac County.

Bock reported on Coalition of Human Services meeting, Assessor interviews, CPPPC meeting, and Heckroth report. Upcoming meeting include: Board meeting with Sac County and Rolling Hills Community Services Region.

Motion by Beardmore, second by Danzer to adjourn at 10:24 a.m. On roll call, all voted aye. The Board proceed on a road tour with Paulson.
