Comments from those in attendance Associated File: Agenda April 30 2012.pdf MinutesThe Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, April 30, 2012 at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with all members present: Mark Beardmore, Eugene Meiners, Dan Nieland, Marty Danzer and Neil Bock. Motion by Danzer, second by Nieland to approve the agenda as presented. On roll call, all voted aye. Motion by Bock, second by Meiners to approve the minutes of the April 23, 2012 meeting as written. On roll call, all voted aye. David Sullivan, an electrical consultant and certified instructor in Nebraska and Iowa, met with the board to discuss electrical licensing in regard to county employees performing electrical work, specifically the county conservation employees. Iowa Code Chapter 103 outlines the statewide electrical licensing and inspection program. Legislation requires state licensing of all electricians and electrical contractors and several categories of electrical licenses have been established. A second provision of the law requires inspection of all new electrical work done within the state unless it was specifically exempted in the legislation. Non-licensed employees cannot perform electrical work if it places them at risk for an electrical hazard. Sullivan emphasized that there are safety and liability issues if maintenance workers are working with live power, and said qualifications must match job descriptions. Sullivan also discussed the difference between normal maintenance and new construction. Employees can perform normal maintenance, and they can also work on new construction if no live power is present and the work will be inspected and approved by a licensed inspector. Motion by Bock, second by Danzer to approve a Tax Abatement Resolution for abatement of real estate taxes for the following parcels: Parcel No. 0707100001, 0707100002, 0707100003, and 0707100004 (County Farm property), and for the abatement of 2011 and 2012 mobile home taxes in the amount of $324 for Donald Schwering. On a roll call vote, Beardmore, aye; Meiners, aye; Nieland, aye; Danzer, aye; Bock, aye. Motion carried. The Carroll County Treasurer made written recommendation to abate the mobile home taxes. (Resolution on file in the Auditor’s office.) Motion by Danzer, second by Bock to approve a letter of support for the New Opportunities Head Start and Early Head Start Recompetition Grant, and to authorize board chair to sign said letter. On roll call, all voted aye except Meiners, who abstained. Motion by Meiners, second by Bock to approve a plat of survey for Lot 1 of SW FRL1/4 NW FRL1/4, Section 6-85-33. On roll call, all voted aye. Board reviewed Manure Management Annual Updates for the following: Daniel Pork, LLC, Section 35 of Sheridan Township; Stone Path V, LLC, Section 1 of Washington Township; Quandt Farms, Section 27 of Pleasant Valley Township; M & I Dehy, Inc., Section 8 of Ewoldt Township; and an original manure management plan for P364, Prestage Farms of Iowa, LLC, Section 7 of Wheatland Township. Board chair signed the Union Agreement with the Secondary Road Department. The agreement was approved on April 2, 2012. County Engineer distributed information regarding the reclassification of three Secondary Road employees and adjusted salaries for the new positions. Board will take action at a future meeting. Bock reported on a gathering for Republican State Senate candidates. Danzer reported on WESCO. Nieland reported the warranty walk-through for the Maple River treatment site will take place tomorrow. No further information from the DNR on operator qualifications. Meiners reported on meetings at New Opportunities and CADC.
