Minutes

The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, May 2, 2011 at 9:00 a.m. Central Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with the following members present: Eugene Meiners, Dan Nieland, Mark Beardmore, Neil Bock and Marty Danzer.

Motion by Bock, second by Nieland to approve the agenda with two additions: approve plat of survey and add other equipment to quotes for Maple River Wastewater site (agenda item #2). On roll call, all voted aye.

Motion by Bock, second by Nieland to approve the minutes of the April 25, 2011 meeting as written. On roll call, all voted aye.

Motion by Meiners, second by Beardmore to approve the union agreement with the County Sheriff’s department and to authorize the board chair to sign the agreement. On roll call, all voted aye.

Nieland reviewed fencing quotes for the Maple River wastewater site. Bids were received for both chain link and barb wire fences. Motion by Nieland, second by Meiners to approve the quote from Sunds Custom Fencing in Casey, Iowa, for approximately 910 feet of 5 barb wire fence with steel line post and wood corners and a 16 foot heavy duty gate, at a cost of $2,551.25, not including mileage costs. On roll call, all voted aye. The quotes for chain link fence came in at $10,243 from American Fence Company, and $13,720 from Des Moines Steel Fence Co., Inc.

Meiners explained other items of equipment required for the treatment site. Motion by Nieland, second by Meiners to approve the purchase of a compositor at $2,251, a PH meter at $87, and a thermometer at $24.65 for the Maple River wastewater treatment site. On roll call, all voted aye.

Motion by Bock, second by Beardmore to approve a utility permit for Qwest, for work in section 18 of Grant Township. On roll call, all voted aye.

Motion by Meiners, second by Bock to approve drain repairs for Drain #66, in section 23 of Richland Township, and for Drain #67, in section 5 of Union Township. On roll call, all voted aye.

Engineer reported that the city of Carroll has agreed to sell millings for $10/ton and the county can pick up what is needed from the city stockpile. The Engineer estimates he will be purchasing approximately 1,000 tons.

Engineer is planning to purchase two trucks and will be sending out truck specifications to local dealers.

Engineer reported that summer employees from Region XII will be doing sign inventory for the county and will also collect information on sign retroreflectivity. There are new traffic sign retroreflectivity requirements and the compliance date for meeting the minimum retroreflectivity requirements is January 2015. Most signs in the U.S. are made with retroreflective sheeting materials, which degrade over time and therefore have a limited life. Engineer also reviewed potential road projects that could be completed with funds generated by a wind farm TIF.

Board reviewed manure management annual updates for Scott Tunning, Section 27, Newton Township; Stone Path V, LLC, Section 1, Washington Township; Daniel Pork, LLC, Section 35, Sheridan Township; Elite Pork Partnership Nursery 3, Section 25, Pleasant Valley Township; Elite Pork Partnership Farrow 3, Sections 4 & 9, Union Township; and Quandt Farms, Section 27, Pleasant Valley Township.

Motion by Nieland, second by Meiners to approve a plat of survey for Lot 1 of S1/2 NE1/4, Section 27-85-36. On roll call, all voted aye.

Meiners reported on CADC, Regional Leadership meeting, and Maple River sewer project.

Nieland reported on Maple River sewer project and Region V Hazmat meeting.

Beardmore reported on CACCC board meeting and Light of Hope event.

Bock reported on the Multi-Jurisdictional Hazard Mitigation Planning Grant, Light of Hope event, and Workers Memorial Day event in Des Moines, where honored workers included Sheryl Stoolman and Steve Weeks from Carroll County.

Danzer reported on WESCO.

Motion by Beardmore, second by Nieland to adjourn at 11:13 a.m. On roll call, all voted aye.
