Minutes

The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, May 9, 2016 at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Mark Beardmore, District 5.

Motion by Beardmore, second by Danzer to approve the agenda as presented with the addition of Conservation Union Contract and Drains. On roll call, all voted aye. Motion by Meiners, second by Schettler to approve the minutes of the May 2, 2016 meeting as written. On roll call, all voted aye.

Shannon Landauer presented the Board with the recently completed Carroll County Housing Assessment. Landauer reviewed the Assessment and highlighted key areas of the study. The Assessment was completed by RDG and they will have a public meeting on May 17, 2016 at 4:00 p.m. and 7:00 p.m.to review the Assessment in greater detail. Bock and Meiners will continue on the Technical Committee to track community activity and monitor benchmarks.

Motion by Meiners, second by Schettler to authorize the Conservation Board Chair to sign the Conservation Union Contract for FY17. On roll call, all voted aye.

Motion by Beardmore, second by Danzer to approve payment of payables as presented. On roll call, all voted aye.

Motion by Danzer, second by Schettler to approve plats of survey for Lot A of Lot 1 E1/2 NW Frl.1/4 Section 6-82-35 and Lot 4 W1/2 NW1/4 Section 20-84-35. On roll call, all voted aye.

Motion by Meiners, second by Danzer to approve a Resolution for Interfund Operating Transfer of $950,052.50 from Rural Services Fund to Secondary Road Fund. On a roll call vote, Bock, aye; Beardmore, aye; Schettler, aye; Meiners, aye; Danzer, aye. Motion carried unanimously. Motion by Schettler, second by Danzer to approve a Resolution for Interfund Operating Transfer of $108,324.50 from General Basic Fund to Secondary Road Fund. On a roll call vote, Bock, aye; Beardmore, aye; Schettler, aye; Meiners, aye; Danzer, aye. Motion carried unanimously. Motion by Meiners, second by Beardmore to approve a Resolution for Interfund Operating Transfer of $9,334.89 from Tax Increment Financing Fund to Local Option Fund. The board proceeded to canvass the May 3rd special election held for the City of Manning. Motion by Danzer, second by Meiners to approve the canvass and abstract for the City of Manning special election, held on May 3, 2016. On a roll call vote, Bock, aye; Beardmore, aye; Schettler, aye; Meiners, aye; Danzer, aye. Motion carried unanimously, Voters approved Public Measure “C” with 49 Yes votes and 2 No votes, thereby authorizing the City of Manning to impose a hotel and motel tax at a rate of seven percent (7%) to be effective July 1, 2016. County Engineer Dave Paulson discussed Drain 33 in Section 27 Sheridan Township, Drain 31 in Section 25 Glidden Township, and Drain 18 in Section 25 Sheridan Township. The drains are in need of repair and the work will be done by the Secondary Road Department. Motion by Danzer, second by Bock to approve work on Drain 33 in Section 27 Sheridan Township, Drain 31 in Section 25 Glidden Township, and Drain 18 in Section 25 Sheridan Township. On roll call, all voted aye.

Board reviewed manure management annual updates for New Fashion Pork, Farm 306-Elite Finisher 306, Section 13, Union Township; New Fashion Pork, Farm 319-Elite Nursery 319, Section 1, Glidden Township; New Fashion Pork, Farm 302-Elite Finisher 302, Section 30, Cedar Township, Greene County; New Fashion Pork, Farm 917-Iowa Sow 2, Section 26, Wheatland Township; New Fashion Pork, Farm 919-Iowa Sow 1, Section 31, Cedar Township, Greene County; and New Fashion Pork, Farm 320-Elite Nursery 320, Section 25, Pleasant Valley Township.

Chairman opened a public hearing at 10:00 a.m. for consideration of a proposed change to road classification on Noble Avenue between Sections 19 and 20 in Newton Township, Carroll County, Iowa. The County has received a petition signed by all landowners adjoining the road, requesting that Noble Avenue between Sections 19 and 20 of Newton Township, T82N, R34W, Carroll County, Iowa be classified as an Area Service C road. Landowners in attendance were mainly concerned with gate placement. All are in agreement that gate placement is extremely important to prevent people from driving around the gates onto private land. Paulsen will contact the landowners when they place the gates to ensure they are placed in the best possible place. Following discussion and hearing no further comments from those in attendance the Chairman closed the public hearing at 10:13 a.m.

Motion to approve a Resolution authorizing the change to road classification on Noble Avenue between Sections 19 and 20 in Newton Township, Carroll County, Iowa. On a roll call vote, Bock, aye; Beardmore, aye; Schettler, aye; Meiners, aye; Danzer, aye. Motion carried unanimously. Resolution 2016-007 will be placed on the agenda for the May 16, 2016 meeting for signature and approval.

Beardmore no official meetings. Upcoming meetings include: Ambulance Board and Candidate Forum.

Schettler no official meetings, follow up with Werden regarding SRT encroachment issue and drainage issues. Upcoming Conservation Board meeting.

Meiners reported on CADC Housing Study Group meeting, CADC meeting, and Access Washington meeting. Upcoming Housing Study Press Release.

Danzer reported on drainage issues, sign checks Region XII, and County Planning Discussion with Region XII. Upcoming meetings include: Wesco Board, Carroll County Solid Waste, Mallard View, and Region XII.

Bock reported on CADC Housing Study meeting, Story County Supervisor, Veteran Affairs appointment, TIF District ruling, Best Med open house, and Legislative Bill update. Upcoming meetings include: Candidate Forum and Mallard View.

County Auditor reviewed proposed County Budget Amendment. The public hearing is scheduled for May 31, 2016 at 10:00 a.m.

Motion by Beardmore, second by Danzer to adjourn at 10:36 a.m. On roll call, all voted aye.
