Minutes

The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, May 23, 2016 at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with the following members present: Neil Bock, District 1; Eugene Meiners, District 3; Marty Danzer, District 4; and Mark Beardmore, District 5. Dean Schettler, District 2 was absent.

Motion by Danzer, second by Beardmore to approve the agenda as presented. On roll call, all present voted aye. Motion by Meiners, second by Danzer to approve the minutes of the May 16, 2016 meeting as written. On roll call, all present voted aye.

Mallard View representatives Jim Greteman, Shari Kitt, and Stacey Peter met with the Board to request a reduction in rent. Administrator Shari Kitt explained that with the Mental Health Regionalization census numbers continue to drop. Currently they have 31 clients and 3 of those will be leaving June 1st. Kitt explained that they are exploring options to keep Mallard View viable in the community. They are requesting the rent be reduced from $2,000 per month to $1,000 per month. Kitt explained this will improve cash flow and allow them to continue to look at all possibilities for Mallard View’s future. Following discussion, motion by Beardmore, second by Danzer to reduce Mallard View rent to $1,000 per month for six months beginning June 1, 2016 and to readdress the reduction in six months. On roll call, all present voted aye. The Board requested an update from Mallard View in sixty to ninety days.

Motion by Meiners, second by Danzer to approve a plat of survey for Lot 1 N1/2 NE1/4 Section 13-83-36. On roll call, all present voted aye.

Motion by Beardmore, second by Meiners to approve payment of payables as presented. On roll call, all present voted aye.

Board reviewed manure management annual update for Quandt Farms, Section 27, Pleasant Valley Township.

Meiners reported on CADC meeting and CADC Housing Study meeting. Upcoming County/City Roundtable.

Danzer reported on meeting with Dave Paulson regarding ditch cleanouts and possible culvert projects, CADC Housing Study meeting, Region XII Executive Board meeting, and Workforce Development meeting. Upcoming County/City Roundtable.

Bock reported on CADC Housing Study meeting, Coalition of Human Services meeting, Local Planning Group meeting, and U.S. Department of Interior response. Upcoming meetings include: Rolling Hills Community Services and County/City Roundtable.

Beardmore reported on Carroll Area Childcare Center Board meeting, CADC Housing Study meeting, and Coalition of Human Services meeting. Upcoming meetings include: Insurance Committee and County/City Roundtable.

County Engineer Dave Paulson discussed Drain 77 in Section 18 Grant Township and Drain 90 in Section 33 Richland Township. The drains are in need of repair and the work will be done by the Secondary Road Department. Motion by Meiners, second by Beardmore to approve work on Drain 77 in Section 18 Grant Township and Drain 90 in Section 33 Richland Township. On roll call, all present voted aye. Paulson discussed Drain 89 and possible work in the future. Motion by Danzer, second by Bock to approve two utility permits for Windstream in Sections 16 and 17 Roselle Township and Western Iowa Power Cooperative in Section 6 Wheatland Township. On roll call, all present voted aye.

At 10:00 a.m. a telephone conference call was held with the Greene County Board of Supervisors. The joint board of supervisors discussed setting the assessment on Shared Drainage District 86-150 high enough to include the estimated cost of the open ditch clean out. With both boards in agreement, Greene County Supervisor Mick Burkett moved to set the assessment rate at 143.3% to collect $75,695. Meiners seconded the motion which carried with unanimous ayes. Greene County Supervisor Tom Contner moved to set the interest rate on waivers at 6%. Danzer seconded the motion which carried with unanimous ayes.

Paulson discussed a possible gravel hauling contract with Stratford Gravel. Approximately 40,000 tons of gravel would be hauled from the Sparks pit. Paulson will get pricing from Stratford Gravel and report back to the Board at a later date. No formal action taken.

Motion by Beardmore, second by Meiners to adjourn at 10:24 a.m. On roll call, all present voted aye.
