The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, July 6, 2009 at 9:00 a.m. Central Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with the following members present: Marty Danzer, Dan Nieland, Mark Beardmore, Del McDermott, and Eugene Meiners.

Motion by Danzer, second by Nieland to approve the agenda with two additions: fireworks permit application and car/truck quotes process. On roll call, all voted aye.

Motion by McDermott, second by Beardmore to approve the minutes of the June 30, 2009 meeting as presented. On roll call, all voted aye.

Motion by Nieland, second by Danzer to approve the Appropriations Resolution for the period of July 1, 2009 to December 31, 2009, appropriating 85% of the FY10 budgeted expenditures. On a roll call vote, Danzer, aye; Nieland, aye; Beardmore, aye; McDermott, aye; Meiners, aye. Motion carried unanimously. (On file in the Auditor’s office.)

Board reviewed manure management annual updates for the following: Jerry Bruch, Section 14, Arcadia Township; Delta Pork, Section 33, Arcadia Township; Stone Path Inc., Section 11, Pleasant Valley Township; Schumacher & Son, Inc. #1, Section 16, Pleasant Valley Township; and Schumacher & Son, Inc. #2, Section 16, Pleasant Valley Township.

Motion by Beardmore, second by Danzer to approve a fireworks permit for Carroll Church of Christ for July 12, 2009. On roll call, all voted aye.

Discussion was held concerning requests for quotes as opposed to getting bids based on uniform specs when purchasing vehicles. Beardmore suggested drawing up a policy to follow when soliciting quotes for a new vehicle, to make sure accurate comparisons are being made and to ensure that all possible bidders are given the opportunity to participate. He suggested starting with the forms used by the County Sheriff. Beardmore and McDermott will work on a form to use when soliciting bids or quotes on vehicles and discussion will continue at next week’s meeting.

Meiners reported that interviews for the position of Veterans Affairs officer will be held on Wednesday.

Motion by Beardmore, second by Danzer to adjourn at 9:30 a.m. On roll call, all voted aye.
