Minutes

The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, July 9, 2018 at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Richard Ruggles, District 5.

Motion by Ruggles, second by Meiners to approve the agenda as presented with the addition of a fireworks permit and liquor license for Angry Beaver. On roll call, all voted aye. Motion by Bock, second by Schettler to approve the minutes of the July 2, 2018 meeting as written. On roll call, voted aye.

Carl Wilburn gave a quarterly report for the IT/GIS/Zoning Departments. Twenty-three building permits were issued during the quarter and a total of 34 have been issued in 2018. Wilburn discussed Board of Adjustment, FAA regulation research, Census work, security camera installation, copier service contract, and Comm. Center Disaster Recovery site.

Motion by Meiners, second by Ruggles to approve payables for payment as presented. On roll call, all voted aye.

Board reviewed manure management updates for: Jason Nieland in Section 32 of Kniest Township; Ryan Schelle Finisher in Section 6 of Kniest Township; Marty Schumacher, Schumacher & Son Inc. #2 in Section 16 of Pleasant Valley Township; and Marty Schumacher, Schumacher & Son Inc. #1 in Section 16 of Pleasant Valley Township.

Motion by Bock, second by Ruggles to approve a Class “C” liquor license, outdoor service, and Sunday sales for Angry Beaver, located in Maple River Junction. On roll call, all voted aye.

At 9:30 a.m. the second reading of Amendment to County Ordinance No.27 was held. The purpose of the ordinance is to control safety and well-being of the public during the RAGBRAI visit to Carroll County, Iowa on July 23, 2018. Following discussion and hearing no other comments, the Chair closed the public hearing at 9:37 a.m. Motion by Bock, second by Schettler to approve the second reading of Amendment to County Ordinance No. 27 and waive the third reading. On a roll call vote, Danzer, aye; Ruggles, aye; Schettler, aye; Bock, aye; and Meiners, aye. Motion carried unanimously. Amendment to County Ordinance No. 27 will be effective upon publication.

Motion by Meiners, second by Ruggles to approve a fireworks display permit for Michael Bernholtz for July 14, 2018. On roll call, all voted aye.

Ruggles reported on City of Arcadia Council meeting and East/West Nishnabotna Watershed Conference call. Upcoming meetings include: Breda City Council, Lanesboro City Council, Coon Rapids Rotary, and Region XII Policy Council.

Schettler reported on East/West Nishnabotna Watershed Conference call and Motorola presentation. Upcoming Conservation Board meeting.

Bock reported on Rolling Hills Community Services audit, and Foster Grandparent position. Upcoming Region XII Policy Council meeting.

Meiners reported on newspaper and radio interview and City of Arcadia Council meeting. Upcoming meetings include: Breda City Council, Lanesboro City Council, Coon Rapids Rotary, and CADC.

Danzer reported on FAA letter, ditch cleanout on Phoenix & 240th Street, Mt. Carmel Wastewater issues, and discussion with Sheriff Pingrey regarding radios. Upcoming meetings include: Wesco Board, Carroll County Solid Waste, Lanesboro City Council, Region XII, Coon Rapids Rotary, and County Fair.

The Board held a conference call with Robert Josten bond counsel with Dorsey & Whitney. Discussion centered on ballot language for an upcoming bond referendum, financial advisors, and Josten spoke of their process and transparency during the process. Josten will prepare a draft resolution with the proposed ballot language for the Board to review at a later date.

Motion by Ruggles, second by Meiners to adjourn at 10:42 a.m. On roll call, all voted aye.
