The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, July 19, 2010 at 9:00 a.m. Central Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with the following members present: Eugene Meiners, Marty Danzer, Dan Nieland, Mark Beardmore and Sheryl Wegner.

Motion by Danzer, second by Nieland to approve the agenda with one addition: Interfund Loan Transfer Resolution. On roll call, all voted aye.

Motion by Wegner, second by Beardmore to approve the minutes of the July 12, 2010 meeting as written. On roll call, all voted aye.

Motion by Nieland, second by Beardmore to approve a Special Class C Liquor License with outdoor service and Sunday sales for HyVee, Inc. for an event to be held at Swan Lake. On roll call, all voted aye.

Motion by Nieland, second by Meiners to approve Contract Change Order No. 2 for the 2009 Wastewater Collection and Treatment System (Revision 1) for Maple River Junction, with an increase in cost of $15,507.50. (Two existing cisterns will be removed at a cost of $1,020; five lift pumps will be installed at a total cost of $12,650; 75 linear feet of service laterals will be installed at a total cost of $3,000; and 75 linear feet of trench pipe installation will be deleted, with a savings of $1,162.50) On roll call, all voted aye.

Motion by Nieland, second by Beardmore to approve Payment #3 to Jasper Construction Services, Inc. for $140,400.26 for the Sauk Trail Paving Project. On roll call, all voted aye.

Motion by Nieland, second by Danzer to approve a Resolution for Interfund Loan Transfer of $140,400.26 from General Basic Fund to Sauk Trail Paving Capital Projects Fund. On a roll call vote, Danzer, aye; Nieland, aye; Beardmore, aye; Wegner, aye; Meiners, aye. Motion carried unanimously. (Resolution on file in the Auditor’s Office.)

Motion by Danzer, second by Wegner to approve Homestead and Military applications for the 2010 year. On roll call, all voted aye.

Motion by Beardmore, second by Wegner to approve four applications for Disabled Veterans Homestead Tax Credit. On roll call, all voted aye.

Board reviewed manure management annual updates for Kraig Boell, Section 15, Sheridan Township, and Obmann Finisher, Section 7, Wheatland Township.

County Engineer reviewed four utility permit applications. Motion by Danzer, second by Wegner to approve two utility permits for Raccoon Valley Electric Cooperative for work in Glidden and Wheatland Townships; one utility permit for Windstream Communications (f/k/a Iowa Telecom) for work in Washington Township; and one utility permit for Manning Regional Healthcare Center to run fiber optic cable from DMACC in Carroll to the Healthcare Center location in Manning, with Communication Innovators acting as the engineer for this project. On roll call, all voted aye.

Engineer updated the Board on road work in Roselle.

Wegner reported on Community of Concern food pantry, MH/DD Stakeholders, Self-Advocacy Group, Region XII Policy Council, 2nd Judicial District, and Carroll County Fair.

Beardmore reported on Ambulance board, MH/DD Stakeholders, Tyler Technologies, ISAC, and FEMA update.

Nieland reported on Conservation board meeting at Riverside Park and reported that the bid for the Tigges Pond construction was awarded to Daniel’s Dozers for $24,895, Final Warranty Walkthrough Inspection for Mt. Carmel Sewer, and Region XII Policy Council.

Danzer reported on lobbying activities in Washington, D.C. with the Iowa Soybean Association, Solid Waste/Landfill meeting, and Carroll County Fair.

Meiners reported on CADC, YES Center, Mt. Carmel Sewer Walkthrough, and Maple River Sewer Project.

Motion by Beardmore, second by Wegner to adjourn at 10:24 a.m. On roll call, all voted aye.
