Minutes

The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, August 3, 2015 at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Mark Beardmore, District 5.

Motion by Bock, second by Beardmore to approve the agenda as presented. On roll call, all voted aye. Motion by Meiners, second by Schettler to approve the minutes of the July 27, 2015 meeting as written. On roll call, all voted aye. Motion by Beardmore, second by Bock to approve the minutes of the July 31, 2015 meeting as written. On roll call, all voted aye.

The Board discussed the CADC Housing Study Committee. The Committee will have two representatives from the Carroll County Board of Supervisors. Beardmore expressed concern with the appointment of Meiners because he is also a member of the CADC Board. Meiners explained that he is representing the County as a member of the CADC Board and he will represent the County if appointed to the Housing Study Committee. Following discussion, Motion by Schettler, second by Danzer to appoint Bock and Meiners as representatives for the CADC Housing Study Committee. On roll call, all voted aye.

Motion by Beardmore, second by Meiners to approve two utility permits: West Central Iowa Rural Water for work on Concord Avenue, Wheatland Township and Raccoon Valley Electric Cooperative for work on 270th Street, Roselle Township. On roll call, all voted aye. Paulson updated the Board on Box Culvert Project, Asphalt Projects, Fuel Depot, and Drain 70.

Board reviewed manure management annual updates for Dennis & Bill Vonnahme Livestock Farm, Section 25, Wheatland Township; Stonepath III, Pete Simons, Section 23, Pleasant Valley Township; Danny Bruch, Section 27, Eden Township; Dave Robinson, Section 35, Eden Township; Steve Nees, Section 15, Washington Township; Kraig Boell, Section 15, Sheridan Township; Bladen, Section 17, Union Township; and Dennis & Cynthia Obmann, Obmann Finisher, Section 7, Wheatland Township.

Bock reported on DNR Flood Map meeting, Foster Grandparent/RSVP meetings, M64 County Line Project, and upcoming presentation from Group Services.

Meiners reported on DNR Flood Map meeting and ISAC Executive Board meeting.

Schettler reported on DNR Flood Map meeting, weed issues, and Drain 70.

Beardmore reported on DNR Flood Map meeting and Board of Supervisors Emergency meeting.

Danzer reported on State Auditor Entrance Interview, DNR Flood Map meeting, and signed checks at Region XII.

Motion by Beardmore, second by Bock to adjourn at 9:39 a.m. On roll call, all voted aye.
