The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, August 7, 2017 at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Richard Ruggles, District 5.
Motion by Bock, second by Ruggles to approve the agenda as presented. On roll call, all voted aye. Motion by Danzer, second by Schettler to approve the minutes of the July 31, 2017 meeting as written. On roll call, all voted aye.
Marilyn Dopheide reviewed a quarterly report for the Recorder’s Department. $32,561.79 in which fees were collected for Carroll County, and an additional $55,201.22 was remitted to the State of Iowa. Motion by Danzer, second by Schettler to approve the Recorder’s quarterly report. On roll call, all voted aye.
Ambulance Director Pat Gray met with the Board for a Department update. Gray explained that due to a resignation a new bookkeeper has been hired. Currently the Department has two full time paramedic positions open. Gray also discussed the possibility of funding all or a portion of paramedic schooling which can cost $8,000 - $10,000. This year the Department has responded to 1,397 calls.
Motion by Ruggles, second by Bock to approve payment of the payables as presented. On roll call, all voted aye.

FOR CLAIMS ALLOWED BY DEPARTMENT SEE BOARD OF SUPERVISORS SUPPLEMENT BOOK
The board proceeded to canvass the August 1st special election held for the City of Carroll. Motion by Danzer, second by Schettler to approve the canvass and abstract for the City of Carroll special election, held on August 1, 2017. On roll call, all voted aye. LaVern Dirkx was elected to the position of Councilperson at Large. Voters approved Public Measure “E” with 1,803 Yes votes and 1,106 No votes, thereby approving entering into a loan agreement and to issue capital loan notes in an amount not exceeding $3,800,000. (Abstract on file in the Auditor’s Office).
Board reviewed manure management annual updates for Bill & Dennis Vonnahme Livestock Farm in Section 25 of Wheatland Township; Brian Schroeder in Section 21 of Arcadia Township; and Golay Nursery, Clark Family Farms of Iowa LLC in Section 20 of Union Township.
Danzer reported on Glidden Sesquicentennial. Upcoming meetings include: Carroll County Solid Waste, issue with County landowner, and Region XII.
Bock reported on sign checks and review claims at RSVP/Foster Grandparents, PONI Program, and Glidden Sesquicentennial. No upcoming meetings.
Schettler reported on Glidden Sesquicentennial. Upcoming radio interview.
Ruggles reported on E911/EMA Board meeting. No upcoming meetings.
Meiners reported on PONI Program and Executive Committee Policy Council meeting. Upcoming meetings include: CADC, Headstart Grant Assessment, and real estate paperwork.
Motion by Schettler, second by Ruggles to adjourn at 9:44 a.m. On roll call, all voted aye.
