Board of Supervisor'sAgendas, Minutes & ClaimsDate: August 09, 2010AgendaAssociated File: MinutesThe Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, August 9, 2010 at 9:00 a.m. Central Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with the following members present: Eugene Meiners, Marty Danzer, Dan Nieland, Mark Beardmore and Sheryl Wegner. Motion by Danzer, second by Nieland to approve the agenda as presented. On roll call, all voted aye. Motion by Wegner, second by Nieland to approve the minutes of the August 2, 2010 meeting as written. On roll call, all voted aye. Motion by Nieland, second by Danzer to approve a Class “C” Beer Permit and Sunday Sales for Corner Station. On roll call, all voted aye. Motion by Nieland, second by Meiners to approve partial pay application #3 for General Excavating, Inc., in the amount of $31,656.62, contingent upon receiving lien waivers from General Excavating. On roll call, all voted aye. General Excavating, Inc. is the general contractor for the Maple River Sewer Project. Board discussed the process for renting the county farm ground located in Section 7 of Grant Township. Motion by Nieland, second by Wegner to advertise for sealed bids with a deadline of November 1, 2010, at 9:00 a.m. On roll call, all voted aye. Motion by Wegner, second by Danzer to approve claims for payment as presented. On roll call, all voted aye. Board reviewed manure management annual updates for Stone Path VI, Section 27, Kniest Township, and D & H Pork, Section 23, Washington Township. County Engineer reviewed a grader proposal from Ziegler Cat. Beginning in 2011, Caterpillar and other manufacturers will be required to meet US EPA Tier 4 emission standards. It is anticipated this will result in approximately $18,000 additional cost to the county. If incentives currently offered by Ziegler are discontinued, the cost of a grader could increase by another $16,000. By purchasing a grader now, the county could potentially save between $18,000 and $34,000. Motion by Danzer, second by Meiners to purchase another grader, contingent upon it being the same model as the grader the county ordered in June, and that it is delivered before January 1, 2011. The motion failed with only two aye votes, by Danzer and Meiners. The Board will revisit the topic at their next meeting. County Engineer reviewed a Wetland Development Agreement for Drainage District No. 24. Motion by Danzer, second by Nieland to approve a Wetland Development Agreement between Eugene and Diane Boell and the Carroll County Board of Supervisors, in their capacity as Trustees of Carroll County Drainage District No. 24. On roll call, all voted aye. Engineer briefly discussed the purchase of a new gravel trailer. Discussion will continue at next week’s meeting. Nieland reported on Case Management Accreditation Review and the Sauk Trail Paving project. Beardmore reported on RSVP/Foster Grandparents and the Case Management Accreditation Review. Wegner reported on the Case Management Accreditation Review and Manning Hausbarn-Heritage Park invitation. Meiners reported on CADC, New Opportunities and Case Management Accreditation Review.
