The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, August 15, 2016 at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Mark Beardmore, District 5.

Motion by Meiners, second by Danzer to approve the agenda as presented. On roll call, all voted aye. Motion by Beardmore, second by Schettler to approve the minutes of the August 8, 2016 meeting with a correction to Final Charge Order #1 to indicate an increase. On roll call, all voted aye.

Bock noted that the Completion Hearing with Greene County on Drain 86-150 has been rescheduled to Monday, August 29, 2016 at 10:00 a.m.

Mallard View Board member Jim Greteman, Mallard View Administrator Shari Kitt and Family Resource Center Administrator Louann Mowrey met with the Board to discuss Mallard View. The Board is in receipt of a letter stating that Mallard View plans to close effective December 31, 2016. The Family Resource Center has offered and Mallard View has agreed that it is in everyone’s best interest for Family Resource Center to merge their clients and staff into the organization. The Board thanked Mallard View for their service to the Community over the last 26 years.

Meiners and Schettler discussed the CADC meeting that Mark Lowe, Director, Motor Vehicle Division with the Iowa DOT attended. There is a possibility that the DOT will offer a DOT employee to issue licenses from the Treasurer’s office and a DOT employee to offer CDL drives approximately twice a week. This would be temporary and would address the lapse of coverage issue. No formal action taken, the Board will address the issue at a later date when more information is available.

Case Management Supervisor Justin Schieffer introduced new Carroll County Case Manager Katie Leinen to the Board. Schieffer presented a Waiver Provider Designated Contact Form. The form needs to be completed to begin the waiver renewal process. Motion by Beardmore, second by Danzer to authorize the Board Chair to sign the Designated Contact form. On roll call, all voted aye.

Carroll County Sheriff Ken Pingrey met with the Board to discuss deputy absences and overtime. Pingrey explained that there is a deputy on extended medical leave and another leaving for the academy. Pingrey noted there may be additional overtime to cover the absences.

The Board received a letter from FEMA detailing the appeals process for the Flood Insurance Rate Map. FEMA will publish notice in the Daily Times Herald. During the 90 day appeal period any owner of real property in the rural community who believes their property will be adversely affected by the proposed flood hazard determinations may appeal to the Board. The appeal data must then be submitted to FEMA during the 90 day appeal period.

Motion by Beardmore, second by Meiners to set a public hearing at 9:30 a.m. on Monday, August 29, 2016 for consideration of the proposed plans and specifications for the Carroll County Arcadia Maintenance Facility. The board will review plans, cost estimate, and specifications. On roll call, all voted aye.

Board reviewed a manure management annual update for Aaron Nieland, Inc., Blue Horizon Pork in Section 10 of Wheatland Township.

Beardmore reported on meeting with Jason Hoffman regarding towers. Upcoming meetings include: Carroll Area Childcare Center Board, Ambulance Board, and Coalition of Human Services.

Schettler reported on Maple River Sauk Trail crossing paving, CADC meeting, Courthouse 50th Anniversary meeting, and New Opportunities Board meeting.

Meiners reported on CADC meeting, ISAC Executive Board meeting. Upcoming meetings include: New Opportunities Policy Council and YES Center.

Danzer reported on Wesco Board meeting and Solid Waste Commission meeting and sign checks at Region XII. Upcoming Solid Waste Commission meeting.

Bock reported on conversations regarding Mallard View closure, conversations with Iowa DOT, and Maple River encroachment issue. Upcoming sign checks at RSVP/Foster Grandparents.

Motion by Beardmore, second by Schettler to adjourn at 10:39 a.m. On roll call, all voted aye.
