The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, September 12, 2011 at 9:00 a.m. Central Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with the following members present: Marty Danzer, Eugene Meiners, Dan Nieland, Mark Beardmore, and Neil Bock.

Motion by Beardmore, second by Nieland to approve the agenda with one addition: approve county reprecincting worksheet. On roll call, all voted aye.

Motion by Meiners, second by Bock to approve the minutes of the September 6, 2011 board meeting as written. On roll call, all voted aye.

Motion by Beardmore, second by Nieland to approve claims for payment. On roll call, all voted aye.

Motion by Nieland, second by Bock to approve a contract with the Iowa Department of Public Health for Substance Abuse Prevention Services for FY12. On roll call, all voted aye except Meiners, who abstained.

Board considered the second reading of Carroll County Ordinance No. 35, establishing election precinct boundaries. Motion by Meiners, second by Bock to approve the second reading of Carroll County Ordinance No. 35. On a roll call vote, Danzer, aye; Meiners, aye; Nieland, aye; Beardmore, aye; Bock, aye. Motion carried unanimously.

Motion by Meiners, second by Nieland to waive the third reading of Carroll County Ordinance No. 35. On a roll call vote, Danzer, aye; Meiners, aye; Nieland, aye; Beardmore, aye; Bock, aye. Motion carried unanimously. Carroll County Ordinance No. 35 is hereby approved and will be in effect after publication as required by law.

Motion by Bock, second by Nieland to approve the State of Iowa Reprecincting Worksheet for Carroll County. On roll call, all voted aye. (On file in the Auditor’s office)

Board reviewed manure management annual updates for Conner Finishing Site, Section 7, Glidden Township; Brad Golay, Section 21, Richland Township; and Brad Golay, Section 20, Union Township.

County Engineer reviewed a gravel quotation from Mobile Crushing & Recycling Inc. for 30,000 to 40,000 ton of class B road gravel from the Golay Pit north of Coon Rapids, at $4/ton. Following discussion, motion by Nieland, second by Bock to approve the purchase of 30,000 to 40,000 ton of class B gravel from Mobile Crushing & Recycling Inc. at $4/ton. The gravel will come from the Golay Pit and will be stockpiled onsite. On roll call, all voted aye.

Engineer reviewed two proposed bridge projects where used materials will be included in the construction of the bridges. Both are single span bridges with concrete decks. The letting limitation is currently $87,000 and both projects have lower estimated costs. Following discussion, motion by Meiners, second by Bock to approve the following bridge projects: Project LFM-TE3-7X-14, a 25’ X 30’ I-beam bridge located on 200th Street between Sections 23 and 26 of Arcadia Township, with a total estimated cost of $83,922.94, of which $57,500 will be paid to Murphy Heavy Contracting; and Project L-K22- -73-14, a 35’ X 30’ I-beam bridge located on Hawthorne Avenue between Sections 29 and 30 of Roselle Township, with a total estimated cost of $86,978.52, of which $56,000 will be paid to Murphy Heavy Contracting. On roll call, all voted aye. Murphy Heavy Contracting will provide all equipment and labor and both projects are anticipated to be completed this fall.

Motion by Bock, second by Nieland to approve a Federal Aid Bridge Agreement for bridge project BROS-CO14(134)- -8J-14 in the amount of $240,000. On roll call, all voted aye. The total project cost is $300,000. This is a fracture critical bridge, located on Phoenix Avenue between Sections 27 and 28 of Pleasant Valley Township, and the proposed letting date is February 21, 2012.

Bock reported on Grassley’s town hall meeting, Sustainable Economies meeting, RSVP, ATV Resolution from Franklin County, and M&M, RC&D suggestions.

Beardmore reported on presentation to Chuck Palmer, with Iowa DHS, regarding the mental health system in Iowa. The six-member panel presented the county’s viewpoints on the current mental health system and proposed changes. Palmer said to expect further underfunding and to prepare for it.

Nieland reported on scheduled meetings.

Meiners reported on YES Center.

Danzer reported on Region XII board meeting.

Motion by Beardmore, second by Bock to adjourn at 11:18 a.m. On roll call, all voted aye.
