GOVERNMENTAL BODY: CARROLL COUNTY BOARD OF SUPERVISORS

DATE OF MEETING: Monday, September 17, 2012

PUBLIC NOTICE IS HEREBY GIVEN that the above-mentioned body will meet at the date, time, and place above set out. The tentative agenda for said meeting is as follows:

    The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, September 17, 2012, at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with the following members present: Mark Beardmore, Eugene Meiners, Dan Nieland, Marty Danzer and Neil Bock.

    Motion by Meiners, second by Danzer to approve the agenda as presented. On roll call, all voted aye. Motion by Nieland, second by Bock to approve the minutes of the September 10, 2012 meeting as written. On roll call, all voted aye.

    Jim Gossett gave the board an update on CADC activities, including the existing industries visitation program. CADC representatives meet with 35 Carroll County companies to determine the business climate and barriers to growth for businesses in the county. The results of these interviews play a role in the strategic plans of CADC.

    Motion by Nieland, second by Meiners to go into closed session at 9:25 a.m. per Iowa Code Chapter 21.5(1)(j). On a roll call vote, Beardmore, aye; Meiners, aye; Nieland, aye; Danzer, aye; Bock, aye. Motion carried unanimously.

    Board returned to open session at 10:08 a.m. Motion by Beardmore, second by Bock to offer $5,000 for the purchase of real estate parcel number 05-15-400-005 in Section 15 of Arcadia Township. On roll call, all voted aye. The property is located in the SE1/4 SE1/4 of Section 15-84-36 and is used by the county to stockpile gravel.

    Motion by Danzer, second by Bock to set October 1, 2012 at 9:30 a.m. as the date and time for a public hearing to consider classifying part of 150th Street lying between sections 25 and 36 of Jasper Township as a Level “C” road. On roll call, all voted aye.

    Engineer reported on the progress of asphalt projects and a recent Hungry Canyons meeting.

    Board reviewed a manure management annual update for Bob Danner in Section 22 of Newton Township.

    Bock reported on Conservation board meeting, Mental Health services, candidate forum, and elevator comments.

    Danzer reported on WESCO, Solid Waste/Recycling Center, and Region XII board meetings, and candidate forum.

    Nieland reported on Hazel Brush update, candidate forum, and case manager interviews.

    Meiners reported on CADC and candidate forum. YES Center meeting was cancelled.

    Beardmore reported on Ambulance board meeting, candidate forum, and reminded all of a Mental Health commission meeting in Des Moines on Thursday.

    Motion by Bock, second by Meiners to adjourn at 10:55 a.m. On roll call, all voted aye.
