The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, October 3, 2016 at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Mark Beardmore, District 5.

Motion by Meiners, second by Danzer to approve the agenda as presented. On roll call, all voted aye. Motion by Beardmore, second by Schettler to approve the minutes of the September 26, 2016 meeting as written. On roll call, all voted aye.

County Engineer Dave Paulson discussed Drain 31 in Section 25 Glidden Township. The drain is in need of repair and the work will be done by the Secondary Road Department. Motion by Beardmore, second by Danzer to approve work on Drain 31 in Section 25 Glidden Township. On roll call, all voted aye. Motion by Danzer, second by Schettler to approve a utility permit for Raccoon Valley Electric Coop in Section 31 Union Township. On roll call, all voted aye.

Chris Whitaker with Region XII met with the Board to discuss a final draft of the Request for Proposal (RFP). The Board is using the RFP process to market the County Home building. The Board reviewed the final draft and discussed placing the RFP on the County website and publishing the notice of Request for Proposals in the County newspapers. Region XII will mail the RFP to prospective bidders. Following discussion, motion by Danzer, second by Meiners to authorize Region XII to distribute the RFP to potential interested parties. On roll call, all voted aye. A copy of the RFP is on file in the Auditor’s office.

The Board discussed County storage needs. The County Home basement is currently being used to store numerous county files. County Auditor Kourtney Irlbeck explained that the Courthouse building has storage areas and there may be an opportunity to utilize space if some items currently in storage could be disposed of. The Board will tour the Courthouse storage areas at the conclusion of the meeting.

Motion by Meiners, second by Danzer to approve refunding an erroneous tax on parcel number 16-34-376-903. A dwelling was included twice on separate parcels, resulting in duplicate billing for the dwelling in the amount of $2,410. On a roll call vote, Bock, aye; Beardmore, aye; Schettler, aye; Meiners, aye; and Danzer, aye. Motion carried unanimously.

The Board acknowledged receipt of the Second Judicial District FY16 Annual Report.

Board reviewed manure management annual updates for Cornerstone Sow LLC in Section 12 of Richland Township; Bob Danner in Section 22 of Newton Township and Brad Golay in Section 21, of Richland Township.

Beardmore reported on County Strategic Planning meeting. No upcoming meetings.

Schettler reported on County Strategic Planning meeting and road issues. Upcoming Board of Health meeting.

Meiners reported on Policy Council meeting, County Strategic Planning meeting and New Opportunities Board meeting. Upcoming CADC meeting.

Danzer reported on Solid Waste Commission issue. Upcoming: sign checks at Region XII.

Bock reported on RSVP/Foster Grandparents meeting, Rolling Hills Community Services Board meeting, County Strategic Planning meeting, Rolling Hills HIPPA meeting, hog confinement construction in Section 31 Union Township and Operation Library. Upcoming: Radio and Newspaper.

Motion by Beardmore, second by Danzer to adjourn at 10:14 a.m. On roll call, all voted aye. The Board proceeded to tour Courthouse storage areas.
