Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, October 10, 2016 at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Mark Beardmore, District 5.

Motion by Danzer, second by Schettler to approve the agenda as presented with the addition of FY17 County Substance Abuse Prevention Agreement with New Opportunities. On roll call, all voted aye. Motion by Meiners, second by Beardmore to approve the minutes of the October 3, 2016 meeting as written. On roll call, all voted aye.

Marilyn Dopheide reviewed a quarterly report for the Recorder’s Department. $37,771.85 in which fees were collected for Carroll County, and an additional $60,880.02 was remitted to the State of Iowa. Motion by Beardmore, second by Danzer to approve the Recorder’s quarterly report. On roll call, all voted aye. (Report on file in the Auditor’s office.)

County Sheriff Ken Pingrey reviewed a quarterly report for his department. Motion by Beardmore, second by Schettler to approve the Sheriff’s quarterly report showing total receipts of $20,671.16. On roll call, all voted aye. (Report on file in the Auditor’s office.)

Motion by Beardmore, second by Meiners to approve payables for payment as presented. On roll call, all voted aye.

Motion by Danzer, second by Schettler to approve the FY17 County Substance Abuse Prevention Services Contract with the Iowa Department of Public Health. On roll call, all voted aye except for Meiners who abstained. Motion carried.

Board reviewed manure management annual updates for Rick D. Burdine in Section 16 of Glidden Township; Schon Finisher in Section 34 of Richland Township and Donavon Smith, Smith Brothers LLP in Section 3 of Sheridan Township.

Beardmore no official meetings. Upcoming Ambulance Board meeting.

Schettler no official meetings, road issues and Zoning Commissioner. Upcoming meetings include: Conservation Board, County flu shots, Candidate Forum and Courthouse 50th Anniversary.

Meiners reported on CADC. Upcoming Candidate Forum.

Danzer sign checks at Region XII. Upcoming meetings include: Wesco Board, Solid Waste Commission, Candidate Forum and Region XII.

Bock no official meetings. Upcoming meetings include: County flu shots, Candidate Forum, Policy Council and CPPC.

Motion by Danzer, second by Meiners to approve utility permits for Windstream in Section 1 Washington Township and West Central Iowa Rural Water in Section 19 Pleasant Valley Township and Section 24 Roselle Township. On roll call, all voted aye.

Motion by Danzer, second by Beardmore to add Drain 29 to the agenda. On roll call, all voted aye. County Engineer Dave Paulson discussed Drain 29 in Section 30 Glidden Township. The drain may need repair and the Secondary Road Department will inspect the area. Motion by Meiners, second by Danzer to approve work on Drain 29 in Section 30 Glidden Township, contingent upon the Secondary Road Department investigation. On roll call, all voted aye.

Paulson discussed the Maverick Tile Locater. The equipment was tested last week and Paulson believes it will be an asset to the Department and plans to purchase one at a cost of $4,333.50.

County Auditor updated the Board on the part time maintenance position and county storage space requirements.

At 10:03 a.m. the Chair opened a public hearing to hear comments on amendments to the County Zoning Ordinance. Carl Wilburn reviewed the sections modified, 14.02.395 Solar Related Definitions. Following discussion and hearing no other comments, and having received no written comments, the Chair closed the public hearing at 10:17 a.m. Motion by Danzer, second by Beardmore to approve the first reading of Amendments to Carroll County Zoning Ordinance. On a roll call vote, Bock, aye; Beardmore, aye; Schettler, aye; Meiners, aye; Danzer, aye. Motion carried unanimously. The second reading will be held Monday, October 17, 2016 at 10:00 a.m.

Motion by Beardmore, second by Meiners to adjourn at 10:21 a.m. On roll call, all voted aye.
