The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, October 15, 2012, at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with the following members present: Mark Beardmore, Eugene Meiners, Dan Nieland, Marty Danzer and Neil Bock.

Motion by Danzer, second by Meiners to approve the agenda as presented. On roll call, all voted aye. Motion by Nieland, second by Bock to approve the minutes of the October 8, 2012 meeting as written. On roll call, all voted aye.

Greg Wilde reviewed programs offered by the Iowa Energy Bank that help public facilities manage their energy consumption and improve energy efficiency.

County Sheriff Doug Bass presented a quarterly report for his department which showed total receipts of $18,082.69. Motion by Nieland, second by Danzer to approve the Sheriff’s quarterly report. On roll call, all voted aye. (Report on file in the Auditor’s office.)

County Ambulance director Bill Fish reviewed two quotes for a new ambulance. Feld Fire submitted a bid of $135,004 for a Wheeled Coach, and Emergency Vehicles Sales & Services submitted a bid of $141,145 for a Lifeline Ambulance. Following discussion, motion by Beardmore, second by Meiners to approve the purchase of the Wheeled Coach from Feld Fire for $135,004. On roll call, all voted aye.

Fish also reported on Pat Feilmeier’s resignation, and said a new employee should be in place by the end of the month.

County Recorder Marilyn Dopheide presented a quarterly report for her department, with receipts of $40,034.36 being paid to the county and $51,567.03 remitted to the state. Motion by Danzer, second by Nieland to approve the Recorder’s quarterly report. On roll call, all voted aye. (Report on file in the Auditor’s office.)

County Engineer reviewed three utility permits. Motion by Danzer, second by Bock to approve utility permits for the following: West Central Iowa Rural Water Association for work between Section 1 of Roselle Township and Section 36 of Maple River Township; Raccoon Valley Electric Cooperative for work in Union Township; and MidAmerican Energy for work in Arcadia Township. On roll call, all voted aye.

County Engineer discussed cleaning an outlet in Drain 90, located in Section 5 of Union Township. Paulson also said Don Riefer, with B&W Control Specialists, will be in Carroll this week to view drains that may be scheduled for spraying next spring.

Bock reviewed comments he has received regarding the proposed Middle and South Raccoon River Watershed 28E agreement. Board discussion included mission statements, potential for grants, and termination options. Bock will attend a watershed meeting on October 18th.

Board reviewed manure management annual updates for the following: Rick D. Burdine in Section 16 of Glidden Township, Jeff Kock in Section 4 of Maple River Township, Brian Schroeder in Section 1 of Arcadia Township, and Don & Doug Gerken Farm in Section 21 of Wheatland Township.

Bock reported on Region XII Policy Council meeting.

Danzer reported on Region XII Policy Council meeting, WESCO, Solid Waste/Recycling, road and drainage issues.

Nieland reported on Conservation board meeting, M&M RC&D, and property tax issue.

Meiners reported on CADC and YES Center.

Beardmore reported on Ambulance board meeting and Fricke Building parking.

Motion by Bock, second by Meiners to adjourn at 12:07 p.m. On roll call, all voted aye.
