Minutes

The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, October 24, 2016 at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Mark Beardmore, District 5.

Motion by Beardmore, second by Danzer to approve the agenda as presented with the addition of Committee Reports. On roll call, all voted aye. Motion by Meiners, second by Schettler to approve the minutes of the October 17, 2016 meeting as written. On roll call, all voted aye.

Ambulance Director Pat Gray presented the Ambulance Department quarterly report. Gray discussed the Ambulance building driveway, overtime and new ambulance purchase. Discussion centered on the overtime and the Board urged Gray to look at ways of reducing the number of overtime hours. Gray presented a request to increase the Medical Examiner fee. Currently the County pays a $100 flat rate for each medical investigation. Gray is requesting a $200 flat rate, plus mileage at the current county rate. Following discussion, the Board will consider the request when Gray returns with new ambulance bids. No formal action taken.

County Engineer Dave Paulson discussed Section 3 of Drain 102 in Section 6 of Richland Township. The drain is need of repair and the work will be done by the Secondary Road Department. Motion by Danzer, second by Beardmore to approve work on Section 3 of Drain 102 in Section 6 of Richland Township. On roll call, all voted aye.

Motion by Schettler, second by Meiners to approve utility permits for Interstate Power and Light for work in Sections 1, 2, 3, 4, 10, 15, 22, 27 in Union Township; Nick Klocke for work in Sections 4 and 9 of Newton Township; Raccoon Valley Electric Coop for work in Sections 15 and 22 Richland Township; Manning Municipal Gas for work in Section 10 Ewoldt Township and Windstream for work in Section 19 Roselle Township. On roll call, all voted aye.

At 10:03 a.m. the Chair opened a public hearing to hear comments on amendments to the County Zoning Ordinance. Carl Wilburn reviewed the sections modified, 14.02.395 Solar Related Definitions. Virginia Hagemann requested clarification on recording easements. Following discussion and hearing no other comments, and having received no written comments, the Chair closed the public hearing at 10:06 a.m. Motion by Danzer, second by Beardmore to approve the third reading of Amendments to Carroll County Zoning Ordinance. On a roll call vote, Bock, aye; Beardmore, aye; Schettler, aye; Meiners, aye; Danzer, aye. Motion carried unanimously. The amendments to the County Zoning Ordinance will be effective upon publication.

The Board reviewed a change to the Zoning Related Fees. Motion by Danzer, second by Beardmore to add Solar Power Permit $25.00 residential and $50.00 Solar Garden or Utility Scale to the Zoning Related Fees. On roll call, all voted aye.

Motion by Meiners, second by Danzer to approve plats of survey for Lot 1 E1/2 SE1/4 Section10-82-34; Lot G of N1/2 NW1/4 and Lot A of Lot 2 NW1/4 NE1/4 Section 33-82-33 and an Easement plat for part of NE1/4 Section 33-82-33. On roll call, all voted aye.

Motion by Danzer, second by Schettler to approve a Class C Liquor License for Hy-Vee, Inc. On roll call, all voted aye.

Motion by Danzer, second by Schettler to approve payment of payables as presented. On roll call, all voted aye.

Board reviewed manure management annual updates for Wayne Riesberg in Section 21 of Roselle Township; Alan & Joanie Lueders, A & J Farms in Section 1 of Hayes Township Crawford County and Jeff Kock in Section 4 of Maple River Township.

Schettler reported on Courthouse 50th Anniversary. Upcoming meetings include: County Roundtable and CADC Manufacturing Luncheon.

Meiners reported on Courthouse 50th Anniversary. Upcoming meetings include: Policy Council, New Opportunities Board, County Roundtable and Manufacturing Luncheon.

Danzer reported on Wesco Open House and Courthouse 50th Anniversary. Upcoming County Roundtable.

Bock reported on Mallard View showing, Governor Branstad visit to Carroll, Coalition of Human Services meeting, Planning Group meeting, CPPC meeting and Courthouse 50th Anniversary. Upcoming meetings include: Rolling Hills Community Services Region and County Roundtable.

Beardmore reported on Carroll Area Childcare Center Board meeting, Coalition of Human Services meeting and Courthouse 50th Anniversary.

Motion by Beardmore, second by Schettler to adjourn at 10:46 a.m. On roll call, all voted aye.
