The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, October 29, 2012, at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with the following members present: Mark Beardmore, Eugene Meiners, Dan Nieland, Marty Danzer and Neil Bock.

Motion by Danzer, second by Nieland to approve the agenda with two additions: water softener purchase and proposed 28E Agreement for Middle-South Raccoon River Watershed. On roll call, all voted aye. Motion by Meiners, second by Bock to approve the minutes of the October 22, 2012 meeting as written. On roll call, all voted aye.

Don Reffer from B & W Control Specialists met with the board to discuss brush control in county drainage districts. B & W performed brush control in several drainage ditches in the county in 2009 and the treatments were very effective. Reffer presented quotes for five drainage ditches to be treated in 2013: $7500 for Drain 9-13 (joint drain with Greene County), $6500 for Drain 102, $8500 for Drain 109, $10,000 for Drain 77, and $1000 for Drain 86-150 (also a joint drain with Greene County). B & W will work on a time and materials basis not to exceed the quoted amount. Reffer noted that if the county has a signed contract with B & W Control Specialists, the county would be covered by B & W’s liability insurance. County Engineer Dave Paulson will provide a contract for the board’s review at their next meeting.

Engineer Paulson reported the Hungry Canyons survey results were positive for a low-head dam structure. Paulson and John Thomas from Hungry Canyons looked at two sites, and due to cost it was decided to pursue a grant for one site. The proposed structure would be constructed near 330th Street between Sections 30 & 31 in Ewoldt Township. Dean Lorenzen from West Central Iowa Rural Water Association was in attendance and expressed his support of the project. WCIRWA has six wells upstream of the proposed structure and water levels would be positively impacted. Paulson estimated the cost of the project at $330,000. If the grant application is approved, 80% of the cost would be paid by Hungry Canyons and 20% by Carroll County. Lorenzen indicated that West Central Iowa Rural Water Association may be willing to participate in the county’s 20% cost of the project. Motion by Meiners, second by Danzer to authorize County Engineer Dave Paulson to apply for a Hungry Canyons grant. On roll call, all voted aye. The low-head dam project which would aid in stream bank erosion, protect the county bridge on 330th Street, and improve water levels in West Central Iowa Rural Water Association’s wells.

Maple River residents were in attendance to discuss making a donation to the county from funds collected by the West Side Sewerline of Maple River. The donation would be used to pay down the USDA loan for the Maple River Wastewater System. There was disagreement among the residents as to the amount of the donation to the county and who was authorized to make the decision to donate funds. The residents have a meeting scheduled tonight to discuss these issues. Motion by Nieland, second by Bock to table Carroll County Resolution No. 2012-013 for one week. On roll call, all voted aye. The county must pass a resolution to accept gifts or donations from any entity.

Motion by Meiners, second by Danzer to approve a plat of survey for Lot 1, SW1/4 NW1/4; Lot 1, W1/2 SW1/4; and Lot 1, NE1/4 SW1/4; all in Section 23-82-33. On roll call, all voted aye.

Board reviewed manure management annual updates for the following: Double D Pork, Richard Danner, in Sections 34 & 35 of Eden Township; D & D Klocke, Inc. DBA Klocke Farms Inc. in Section 22 of Eden Township; and Matt Halbur in Section 25 of Iowa Township, Crawford County.

Board discussed contacting counties who are currently working with the Iowa Energy Bank. Findings will be reported next week.

Bock reported that a proposed 28E Agreement for the Middle-South Raccoon River Watershed will be emailed later today, and asked if there were any further changes the board wanted to submit.

Board reviewed a water softener quote from Culligan. Board requested that additional quotes be obtained.

Bock reported on 2nd Judicial District and Vilsack/King/ debate.

Danzer reported the signed Verizon Tower Lease Agreement has been received and November 12th is the anticipated start date for the project.

Nieland reported on discussions with Maple River residents.

Meiners reported on CADC and New Opportunities

Beardmore reported on discussion with County Attorney regarding Mental Health regionalization, and Vilsack/King debate.

Motion by Meiners, second by Danzer to adjourn at 11:17 a.m. On roll call, all voted aye.
