Minutes

The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, November 14, 2016 at 9:00 a.m. Central Standard Time pursuant to law, the rules of said Board and to the adjournment with the following members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; and Marty Danzer, District 4. Mark Beardmore, District 5 was absent.

Motion by Schettler, second by Danzer to approve the agenda as presented. On roll call, all present voted aye. Motion by Meiners, second by Schettler to approve the minutes of the November 7, 2016 meeting as written. On roll call, all present voted aye.

IT Director Carl Wilburn reviewed the Virtual Server History. The warranty on the PS6100 SANS expired in July 2016. Wilburn explained the importance of maintaining warranty on the Virtual Servers and their importance to the operation of county business. Wilburn recommends accepting the warranty prepared by Aureon and serviced by Dell for the PS6100 SANS for $16,116.12. This will warranty the PS6100 SANS until July 2, 2020. Following discussion, motion by Schettler, second by Danzer to approve the warranty contract with Dell for the PS6100 SANS. On roll call, all present voted aye.

Ambulance Director Pat Gray presented seven bids for a new ambulance. Gray explained that the Chevrolet diesel van will no longer be available and the maintenance on the current fleet is an issue. Gray recommends purchasing a truck model in the hopes of reducing the maintenance issues they have seen with the van models. Gray also recommends a diesel. Feld Fire submitted bids of $158,887 for a 2016 Wheeled Coach Chevrolet Type 111 Diesel Van with a manual load system and $174,849 with a power load system; $173,426 for a 2016 Wheeled Coach Ford E450 Type 111 Gas Van with a manual load system and $189,388 with a power load system; and $164,398 for a 2016 Wheeled Coach Ford F450 4X4 Type 1 Diesel Truck with a manual load system and $180,360 with a power load system, this model is a demo. Klocke Emergency Sales submitted bids of $190,015 for a 2016 Superliner Chevrolet Type 111 Diesel Van with a manual load system and $205,850 with a power load system; and $182,822 for a 2016 Victoryliner Chevrolet Type 111 Diesel Van with a manual load system and $198,784 with a power load system. Alexis Fire Equipment submitted a bid of $183,888 for a 2016 Ford F450 4x4 Type 1 Diesel Truck with a manual load system and $199,850 with a power load system, this model is a demo. Braun Custom Ambulance submitted a bid of $174,888 for a 2016 Ford F450 4X2 Chief XL Diesel Truck with a manual load system and $190,850 with a power load system, this model is a demo. Following discussion, motion by Schettler, second by Danzer to approve the bid from Feld Fire of $180,360 for a 2016 Ford F450 4x4 Diesel Truck with a power load system. On roll call, all present voted aye.

County Engineer Dave Paulson presented two bids for a 2017 Gravel Trailer. $46,450 from ITM and $40,860 from Boyer. Paulson explained the trailer from ITM would be powder coated and loading would be easier. Following discussion, motion by Meiners, second by Danzer to approve the purchase of a 2017 Gravel Trailer from ITM for $46,450. On roll call, all present voted aye. Paulson reviewed the current vehicle fleet and discussed the possibility of purchasing a new or used tractor trailer. Paulson will research costs and present them to the Board at a later date.

Motion by Schettler, second by Danzer to approve the payables for payment as presented. On roll call, all present voted aye.

Motion by Danzer, second by Meiners to approve a plat of survey for Lot 1 SE1/4 SE1/4 Section 32-83-34. On roll call, all present voted aye.

Board proceeded to canvass the 2016 General Election. Motion by Meiners, second by Danzer to approve the canvass and abstracts for the 2016 General Election. On roll call, all present voted aye. County Candidates elected were Neil Bock, District 1 County Supervisor; Eugene Meiners, District 3 County Supervisor; Richard Ruggles, District 5 County Supervisor; Kourtney Irlbeck, County Auditor; Ken Pingrey, County Sheriff; John W. Koster, Stephen J. Reinart, and Debra A. Vonnahme as Soil and Water Conservation District Commissioners; and Jane Boes, Kelly Danner, Jim Friel, and Ronald E. Morlok as Agricultural Extension Council Members. Township officials were also elected in twelve townships. All abstracts and canvass are on file in the County Auditor’s office.

Board reviewed manure management annual updates for WJR Pork Site 40, Douglas Riesberg in Section 35 of Arcadia Township and WJR Pork Site 20, Douglas Riesberg in Section 26 of Arcadia Township.

Danzer reported on Carroll County Solid Waste Board meeting, REG groundbreaking, sign checks at Region XII and Wesco Board duties. Upcoming Region XII Board meeting.

Meiners no official meetings. Upcoming meeting include: CADC and YES Center.

Schettler reported on Conservation Board meeting and Ambulance billing service research. Upcoming Board of Health meeting.

Bock reported on office tour of Fricke Building and drainage issue. Upcoming meetings include: Coalition of Human Services and Carroll Leadership.

Motion by Meiners, second by Danzer to adjourn at 11:39 a.m. On roll call, all present voted aye.
