Minutes

The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, November 28, 2016 at 9:00 a.m. Central Standard Time pursuant to law, the rules of said Board and to the adjournment with the following members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; and Marty Danzer, District 4. Mark Beardmore, District 5 was absent.

Motion by Meiners, second by Danzer to approve the agenda as presented with the addition of ICAP Board of Directors Election Ballot and the removal of Sheriff Vacation payout discussion. On roll call, all present voted aye. Motion by Danzer, second by Schettler to approve the minutes of the November 21, 2016 meeting as written. On roll call, all present voted aye.

IT Director Carl Wilburn reviewed the Carroll County Computer Systems and Equipment Policy. Wilburn explained this is the third revision of the policy and he reviewed the changes. Following discussion, motion by Danzer, second by Meiners to adopt the revised Carroll County Computer Systems and Equipment Policy effective January 1, 2017. On roll call, all present voted aye. Wilburn will offer staff training in December.

Motion by Meiners, second by Danzer to authorize Board Chair to vote for the two candidates on the ICAP Board of Directors Election Ballot on behalf of Carroll County. On roll call, all present voted aye.

County Auditor Kourtney Irlbeck discussed a request from a Maple River resident to waive the $55 monthly sewer fee on a property. They recently sold the mobile home that was located on the property and it is now an empty lot. The Board discussed the Community Wastewater User Agreement, options for this property and possible situations in the future. The Board will research the request and make a decision at a later date. No formal action taken.

Motion by Meiners, second by Schettler to approve the payables for payment as presented. On roll call, all present voted aye.

The Board discussed a request from Mallard View. They are asking the Board to waive the December, 2016 rent payment, store records at the site until the building is sold and a date when things need to be removed from the site. Following discussion the Board is in favor of waiving the December, 2016 rent payment and they would like the records and remaining items moved by December 31, 2016. Bock will contact Mallard View Administrator Shari Kitt to let her know.

Motion by Danzer, second by Schettler to approve the plats of survey for: NE1/4 SE1/4 Section 15-85-33 and Lot 2 S1/2 SW1/4 Section 4-84-34. On roll call, all present voted aye.

Board reviewed manure management annual updates for Daniel D. Pottroff in Section 26 of Jasper Township and A & J Farms, Alan & Joanie Lueders in Section 1 of Hayes Township in Crawford County.

Danzer reported on Wesco Board meeting. Upcoming ISAC Executive Board meeting.

Meiners no official meetings. Upcoming meetings include: ISAC Executive Board, ISAC Supervisor Affiliate and ISAC School.

Schettler reported on Board of Health move and West Nishnabotna email. Upcoming Farm Bureau meeting.

Bock reported on Rolling Hills Community Services Region Board meeting, FEMA Flood Zone appeal period, and email from Bill Heckroth regarding minimum wage. Upcoming meetings include: North Raccoon River Watershed and RSVP/Foster grandparent.

Motion by Meiners, second by Danzer to adjourn at 10:09 a.m. On roll call, all present voted aye.
