Minutes

The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, December 12, 2016 at 9:00 a.m. Central Standard Time pursuant to law, the rules of said Board and to the adjournment with the following members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Mark Beardmore, District 5.

Motion by Beardmore, second by Danzer to approve the agenda as presented. On roll call, all voted aye. Motion by Meiners, second by Schettler to approve the minutes of the December 5, 2016 meeting as written. On roll call, all voted aye.

Conservation Director Jason Christensen met with the Board to discuss the Northside Swan Lake cabin. An individual is donating a home for use as a rental cabin. Christensen detailed the expenses for setting up the cabin and they totaled approximately $50,150. Following discussion, motion by Beardmore, second by Danzer to approve a $5,000 contribution and a $45,000 no interest loan all from the Local Option Sales Tax Fund. On roll call, Bock, nay; Beardmore, aye; Schettler, aye; Meiners, aye; and Danzer, aye. Motion carried. This loan is projected to be paid back within two years.

Carroll County Historical Society President Barbara Hackfort reviewed projects undertaken during the past year. The Historical Society requested $4,000 in county funding, the same as the current year.

Motion by Meiners, second by Danzer to approve a utility permit for Windstream for work in Union Township. On roll call, all voted aye.

The Chair proceeded to make departmental pre-budget assignments.

Danzer left at 10:04 am.

The Auditor presented detailed information on the proposed December 27, 2016 budget amendment. The Auditor explained revenues and expenses. Motion by Beardmore, second by Schettler to set December 27, 2016 at 10:00 a.m. for the Public Hearing on the Proposed FY17 County Budget Amendment. On roll call, all present voted aye.

Motion by Beardmore, second by Schettler to approve a Class C Beer Permit for Al’s Corner Oil Co. On roll call, all present voted aye.

Motion by Beardmore, second by Schettler to approve payment of payables as presented. On roll call, all present voted aye.

FOR CLAIMS ALLOWED BY DEPARTMENT SEE BOARD OF SUPERVISORS SUPPLEMENT BOOK

The Board proceeded to discuss the Maple River Sewer Fee. A request was made to reduce or eliminate the fee if a dwelling no longer exists on a parcel that has sewer access. Following discussion, motion by Bock, second by Beardmore to set the user fee to $20 on a parcel that has sewer access with no dwelling. On roll call, Bock, aye; Beardmore, aye; Schettler, aye; and Meiners, nay. Motion carried. The Auditor will contact the County Attorney to discuss amending County Ordinance 33 to reflect this change.

The Board discussed 2017 appointments.

Board reviewed a manure management annual update for New Fashion Pork, Farm 190 Cinco in Section 28 of Richland Township.

Beardmore no official meetings. Upcoming Ambulance Board meeting.

Schettler reported on telephone conference with Pat Gray, Region V Hazmat meeting and Highway 30 Coalition meeting. Upcoming West Nishnabotna Watershed meeting.

Meiners reported on CADC meeting, Headstart visit and Highway 30 Coalition meeting. Upcoming meetings include: Policy Council, Jail Tour, New Opportunities Board and NW Iowa Yes Center.

Bock reported on Calhoun County Retirement event. Upcoming meetings include: Jail Tour, CPPC, 2nd Judicial District and Rolling Hills Community Services.

Motion by Beardmore, second by Meiners to adjourn at 11:17 a.m. On roll call, all present voted aye.
