Minutes

The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, December 19, 2016 at 9:00 a.m. Central Standard Time pursuant to law, the rules of said Board and to the adjournment with the following members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Mark Beardmore, District 5.

Motion by Schettler, second by Beardmore to approve the agenda as presented with the removal of Carroll Area Daycare Center and Breda Day Care Center FY18 Funding Requests. On roll call, all voted aye. Motion by Meiners, second by Danzer to approve the minutes of the December 12, 2016 meeting as written. On roll call, all voted aye.

Roxanne Reinart met with the board to discuss FY18 funding for Carroll County Community of Concern, Inc. The food pantry provides food for households in emergency situations and serves Carroll County residents as well as homeless people. Reinart requested $5,000 for FY18 funding, an increase of $2,000 from FY17.

Motion by Danzer, second by Bock to approve plats of survey for Lot 2 NW1/4 NW1/4 Section 29-85-34; SE1/4 NE1/4 and E1/2 SW1/4 NE1/4 and N1/2 SE1/4 and N1/2 SW Frl.1/4 all in Section 18-85-35; Lot 1 of NW Frl.1/4 SW Frl.1/4 Section 18-85-35 and NE1/4 SW1/4 and SE1/4 SW1/4 all in Section 2-85-35.

Board reviewed manure management annual updates for A.J. Farms in Section 1 of Hayes Township, Crawford County and Scott Antisdel in Section 23 of Richland Township.

Brad Vollstedt and Michelle Starman, representing the Manning Child Care Center, met with the board to discuss FY18 county funding. Starman discussed enrollment figures, staffing issues and the center expansion project. The center requested $15,000 for FY18. Current funding is $8,500.

Shannon Landauer and Mike Franey met with the board on behalf of the Carroll Area Development Corporation. CADC asked the board to consider funding in the amount of $71,000 for FY18. The group requested $69,525 for FY17 and the Supervisors approved $67,776. CADC is the economic development group for Carroll County, recruiting and promoting new and existing businesses in the county. Landauer reviewed the 2016 Annual Activity Report.

Chairman opened a public hearing at 10:10 a.m. for consideration of RFPS for the County Home. No RFPs were received. The Board will discuss the County Home at the next Board meeting. Hearing no comments from the public Chairman closed the public hearing at 10:20 a.m.

Jim Mohr and Heather Mohr met with the board to request FY18 funding of $12,750 for the Carroll County Fair Association, the same as FY17 funding. Mohr reported on ground improvements, 4-H and FFA exhibits and Lego Competition. Mohr discussed a proposed project to add new hog pens to the existing hog barn. Mohr explained they may request funding for this project at a later date. Total projected costs are approximately $40,000. Majority of county funding goes toward the general cost of the fair.

Shari Kastein, Executive Director of the Family Crisis Centers, presented the FY18 funding request for the agency. Kastein reviewed services provided and requested $5,000 in FY18 county funding, the same as current year funding. Funds requested will be used for local staff to serve victims in Carroll County, providing direct client services and transportation. Kastein also requested additional funding to be utilized towards their new victim service campus in Sioux Center, Iowa. The funding will be discussed and considered the FY18 County Budget process.

Chad Jensen, CEO of New Opportunities reviewed the programs offered by the Carroll County Family Development Center, and requested $13,000 in FY18 county funding for the Development Center. New Opportunities also provides Substance Abuse Treatment and Prevention Programs for the county.

Beardmore reported on Ambulance Board meeting. No upcoming meetings.

Schettler reported on ambulance billing, Conservation Board meeting and East and West Nishnabotna Watershed meeting. No upcoming meetings.

Meiners reported on review with Chad Jensen, Policy Council meeting, Jail tour, Yes Center meeting and New Opportunities Board meeting. Upcoming meetings include: CADC and ISAC Supervisor Affiliate.

Danzer reported on Region XII Board meeting, Development Corporation, Hungry Canyons meeting, Wesco Board meeting, Carroll County Solid Waste Commission meeting and sign checks at Region XII. Upcoming meetings include: Weed Commissioner meeting and Wesco.

Beardmore left at 12:04 p.m.

Bock reported on Jail tour, CPPC meeting, Carroll County Home Health Aides new office, 2nd Judicial District meeting and Rolling Hills Legislative meeting. No upcoming meetings

Motion by Schettler, second by Danzer to adjourn at 12:17 p.m. On roll call, all present voted aye.
