The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Tuesday, December 27, 2016 at 9:00 a.m. Central Standard Time pursuant to law, the rules of said Board and to the adjournment with the following members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Mark Beardmore, District 5.

Motion by Meiners, second by Schettler to approve the agenda as presented. On roll call, all voted aye. Motion by Meiners, second by Danzer to approve the minutes of the December 19, 2016 meeting as written. On roll call, all voted aye.

Motion by Danzer, second by Schettler to approve payment of payables as presented. On roll call, all voted aye.

Rick Hunsaker presented the FY18 funding requests for Region XII Council of Governments. Membership fees will be $0.85 per capita. For Carroll County this will be $17,693.60. Funding for transit services will be $0.48 per capita for FY18, which will be $9,991.68 for Carroll County. Western Iowa Transit System is also continuing the capital match program to help meet the Federal requirements for vehicle replacement. The match will remain at $0.05 per mile for the County for a Region XII vehicle. That amount will be approximately $2,500 for FY18. Region XII also administers the Local Housing Trust Fund and requested $5,000 in matching funds for the housing grant, an increase of $2,000.

Tom Simons met with the board to discuss FY18 funding for the Soil and Water Conservation Commission and to present the Commission’s water sampling results. The Commission presented results from testing and the annual report. The Soil and Water Conservation Commission is requesting $5,000 in FY18 funding, the same as FY17 funding.

Kristin Young met with the Board to discuss funding for the Breda Day Care. Young reviewed enrollment, staffing, and facility updates. Current county funding is $6,000 and the day care is requesting $7,000 for FY18.

The Board proceeded to discuss future plans for the County Home. There has been interest in the facility with several showings taking place over the past week. The Board will consult with the County Attorney to review proper procedures for accepting any future offers on the property.

Chair opened a public hearing for a FY17 budget amendment at 10:08 a.m. Auditor explained amended revenues and amended expenditures. Following discussion and comments from the public, the Chair closed the public hearing at 10:12 a.m. Motion by Danzer, second by Meiners to approve the budget amendment. On roll call, all voted aye. Motion by Meiners, second by Danzer to approve an appropriations resolution to appropriate the funds for amended expenditures. On a roll call vote, Bock, aye; Beardmore, aye; Schettler, aye; Meiners, aye; Danzer, aye. Motion carried unanimously.

Motion by Beardmore, second by Schettler to approve an Appropriations Resolution, appropriating the remaining 15% of the FY17 budgeted expenditures. On a roll call vote, Bock, aye; Beardmore, aye; Schettler, aye; Meiners, aye; Danzer, aye. Motion carried. (Resolution on file in the Auditor’s office.)

Troy Downey with Yellow Blue Eco Tech presented a lighting proposal for the Courthouse. The proposal would upgrade the current lighting to more efficient led fixtures. Downey discussed the products quality and cost savings. Total project cost is approximately $33,265.67. Estimated utility rebates of $12,877 would bring the overall cost to $20,388.67. Downey will supply the Board with a list of referrals. No formal action taken.

Terry Axman with Mid Iowa Insurance presented the county property and liability insurance renewal with ICAP (Iowa Communities Assurance Pool) for 2017. The cost of insurance increased approximately $142.72 from 2016. The Board requested removal of coverage on the contents at the County Home site. The Board will continue to insure the facility and review coverage at a later date.

Board reviewed manure management annual updates for Bill 3330 Smith, Bill Smith in Section 4 of Sheridan Township; New Fashion Pork, Farm 191-Fatso in Section 27 of Richland Township and Golden Cuff Finisher Farm in Section 32 of Viola Township, Sac County.

Motion by Beardmore, second by Schettler to adjourn at 11:41 a.m. On roll call, all voted aye.
