The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, December 28, 2015 at 9:00 a.m. Central Standard Time pursuant to law, the rules of said Board and to the adjournment with the following members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; and Mark Beardmore, District 5. Marty Danzer, District 4 was absent.
Motion by Beardmore, second by Schettler to approve the agenda as presented. On roll call, all present voted aye. Motion by Schettler, second by Meiners to approve the minutes of the December 21, 2015 meeting as written. On roll call, all present voted aye.
Rick Hunsaker presented the FY17 funding requests for Region XII Council of Governments. Membership fees will be $0.84 per capita. For Carroll County this will be $17,485.44. Funding for transit services will be $0.48 per capita for FY17, which will be $9,991.68 for Carroll County. Western Iowa Transit System is also continuing the capital match program to help meet the Federal requirements for vehicle replacement. The match will remain at $0.05 per mile for the County for a Region XII vehicle. That amount will be approximately $5,000 for FY17. Region XII also administers the Local Housing Trust Fund and requested $3,000 in matching funds for the housing grant, the same as current year funding.
Motion by Schettler, second by Meiners to accept with regrets the resignation of Carroll County Attorney’s Office employees Jim Van Dyke and Yvonne Presley. On roll call, all present voted aye.
Motion by Beardmore, second by Bock to approve payables for payment as presented. On roll call, all present voted aye.
County Engineer Dave Paulson presented Resolution 2015-022 Surface Transportation Program Application for Carroll County Route N38 and E16. Following discussion, motion by Beardmore, second by Meiners to authorize Board Chair to sign Resolution 2015-022 Surface Transportation Program Application for Carroll County Route N38 and E16. On a roll call vote, Beardmore, aye; Schettler, aye; Meiners, aye; and Bock, aye. Danzer absent. Motion carried. (Resolution on file in Auditor’s Office)
Danzer arrived at 9:33 a.m.
Danzer updated the Board on concrete work on the west side of the courthouse. The low bid from Keith Nelson was approved by the Board on 11-10-2014. Nelson has not completed the work. The Board will re-bid the project and stipulate a completion date on the new bids.
County Auditor Kourtney Irlbeck reviewed the 1-1-15 Valuation Report for FY16-17 tax levies. Rural values are up 2,128,765, urban values are up 11,485,029, with an overall increase of 1.06% to 1,297,462,067 in taxable value for Carroll County. All valuation reports are available to the public on the Iowa Department of Management website.
Board reviewed manure management annual updates for A&J Farms, Section 1, Hayes Township, Crawford County; 286 Finishers, Section 5, Glidden Township; and Bill Smith, Section 4, Sheridan Township.
At 10:15 a.m. the Board participated in a telephone conference with the Greene County Board of Supervisors to consider tentative approval for the engineer’s report for drain clean out in Drainage District No. 86-150, a shared drain and to set date for a public hearing. Taking part in the telephone conference from Greene County were the following: Supervisor John Muir, Supervisor Tom Contner, County Auditor Jane Heun and Drainage Clerk Michelle Fields. Meiners indicated that there are two errors on the Engineer’s report, specifically the map needs to indicate Section 36 Glidden Township and page 3 needs the directions corrected. Motion by Meiners, second by Muir to approve Engineer’s report with the corrections and set the public hearing for Monday, February 8, 2016 at 9:30 a.m. On roll call, all present voted aye.

Schettler reported Public Health meeting and pre-budget meetings.
Beardmore reported on Carroll Area Childcare Center Board meeting, pre-budget meeting, and committee assignments update.

Motion by Schettler, second by Bock to adjourn at 10:24 a.m. On roll call, all voted aye.
