Beginning in 1996, a ten member committee worked for a year to prepare a draft Comprehensive Plan for consideration by the County Planning and Zoning Board. Members of the committee were Supervisor Neil Bock, Joe Daniel, Marty Danzer, Kay Galloway, Gary Haverman, Art Neu, Maryann Reinart, John Schumacher, Larry Sporrer, Jim Thielen. Staff for the committee were Steve Williams, Region XII COG Community Development Planner, Carl Wilburn, Carroll County Zoning Administrator, and Dave Paulson, Carroll County Engineer. A draft plan was approved by the committee in August 1997.

The Planning and Zoning Board gave consideration to the proposed plan and recommended it to the Carroll County Board of Supervisors on March 26, 1998.

The Carroll County Board of Supervisors held a public hearing with regard to the plan on April 5, 1998 and ultimately adopted the plan on April 20, 1998.
